Project Institutional Strengthening and Capacity Development Specialist -2025

  • Location: Aden/Lahj Governorates (with regular travel to other sites). 
  • Period: 5 months, renewable subject to performance.
  • Duty Station: Life Makers Meeting Place Organization (LMMPO), Aden/Lahj –Yemen.
  • Terms: Full Time Position (8 Eight hours per working day), with field visits to the work sites.
  • Classification: Programs & projects Management\ Project management
  • Expected start Date: 1-09-2025.
  • Job grade: - Fourth degree.

LMMPO is keen to have a competent candidate to fill the position of Project Institutional Strengthening and Capacity Development Specialist.

Accountabilities & Responsibilities

1.    Conduct needs assessments to identify gaps in capacity, resources, policies, and processes.
2.    Analyze organizational structures, systems, and staff competencies to determine areas for improvement.
3.    Support institutions in strategic planning, action plans, and governance improvements.
4.    Facilitate participatory planning to ensure stakeholder engagement and ownership.
5.    Design and deliver training programs, workshops, and mentoring for capacity development.
6.    Develop training materials, guidelines, and toolkits tailored to institutional needs.
7.    Promote knowledge sharing, evidence-based practices, and information management.
8.    Support policy development, regulatory compliance, and advocacy for institutional strengthening.
9.    Implement monitoring and evaluation (M&E) frameworks to track progress and impact.
10.    Conduct performance reviews and provide feedback for continuous improvement.
11.    Facilitate partnerships, multi-stakeholder dialogues, and resource-sharing initiatives.
12.    Represent the institution in meetings, conferences, and working groups.
13.    Assist in restructuring, reform, and change management initiatives.
14.    Strengthen financial management, accountability, and operational efficiency.
15.    Support resource mobilization and sustainability strategies for long-term impact.
16.    Foster institutional resilience to adapt to economic, technological, and environmental changes.
17.    Plan, coordinate, and oversee capacity development initiatives and mini-projects.
18.    Strengthen local ownership and leadership to reduce dependency on external support.
19.    Report progress and perform other project-related tasks as needed.

Qualifications and Skills 

  • Bachelor's degree in the same field.
  • At least 5-10 years of experience in the field of institutional capacity building training.
  • At least 5 years of experience in the same field.
  • 3 to 5 years of experience working with local and international organizations in the same field.
  • Experience in providing multi-sector emergency food assistance and livelihoods to the most vulnerable households, including internally displaced persons and host communities in Lahj Governorate.

Languages:

  • Fluency in English (spoken and written) is preferred.

  • Proven experience in institutional capacity building training.

  • Ability to communicate clearly, concisely, and effectively.
  • Ability to work in multidisciplinary and multicultural environments.
  • Proficiency in the use of office and field project systems.

  • Ability to travel and move between the above-mentioned directorates and work sites, regardless of their complexity.
