Job Description

HUMAN ACCESS announces the following vacant position:

  • Job Title: Admin/Finance Officer

  • Location: Marib Governorate / City Directorate
  • Contract duration: seven months

Job Specialization:

Managing and implementing the financial affairs and human resources of the project under the supervision of the financial department of the sector and the head office.

Background

  • Human Access for Partnership and Development (HUMAN ACCESS) is a non-governmental, independent, non-profit, humanitarian, developmental, charitable, voluntary, and community-based organization. It was established in March 1990 by an elite of volunteers and social personalities as a voluntary non-governmental organization that implements its programs, projects, and services according to periodic plans, a deliberate and renewed strategy, and a method of work based on the scientific methodology to be an effective link between donors and beneficiaries. HUMAN ACCESS is OCHA implementing partner in Marib. HUMAN ACCESS is characterized by a strong and renewed relationship with development partners at home and abroad, and it has joint efforts with official and popular authorities. It is also distinguished by a tangible presence in many charitable and humanitarian events and activities. During its period of operation, which extends for about three decades, the association obtained several memberships in various organizations and bodies.
  • The association is a member of the Department of Public Information for the Non-Governmental Organizations of the United Nations (DPI-NGO), a member of the Arab Union for Voluntary Work, and an active and accredited partner to various international organizations, the most important of which are the World Food Program (WFP), the United Nations Population Fund (UNFPA), the World Health Organization (WHO), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), and the United Nations High Commissioner for Refugees (UNHCR).
  • HUMAN ACCESS has also obtained membership in many local, Arab and international organizations and networks working in various fields of volunteer and humanitarian work. It in addition obtained the international quality certificate ISO 9001: 2008 as a culmination of its institutional work. 
  • This project is for IDPs and entitled:’ Lifesaving Integrated response for the vulnerable people in Emergencies in Marib city district (LIFE Project)’

Responsibilities and tasks

  • Issuing disbursement orders in accordance with the specified budget and according to the directives of those authorized to disburse
  • Control and control of expenses in accordance with the budget items and release the covenant to the head office
  • Keeping daily account entries electronically and on paper.
  • Ensure that stationery and logistics are provided to the team.
  • Monitor the application of regulations and instructions by employees and report any observations or errors.
  • Conduct field visits for inspection and ensure that the work mechanism is moving in the right direction and raise any deviations about that.
  • Submit reports to the project manager on violations and violations by employees, if any, and follow up on sending and implementing penalties and warnings issued against employees by the activity's coordinator or project manager.
  • Provide reports to the project manager on the work done during the daily work.
  • Follow up the lifting of vacations and permissions for employees after signing them from the center's coordinator and submitting them to human resources
  • Follow-up and effective management of the fingerprint system
  • Constant awareness of employees about labor policies and ensuring their adherence to the Code of Conduct and the principles of prevention of exploitation.
  • Providing work requirements for teams to complete field work according to the directives of the project manager.
  • Coordination with the maintenance department, follow-up of maintenance work and ensure the progress of work to the fullest
  • Respect the rules and ethics of work and adhere to the code of professional conduct of the association.
  • Commitment to the working hours specified by the project management.
  • Participate in project working group meetings or other meetings determined by the project management
  • Carry out any other tasks assigned to him by the project management.

Job Requirements

Qualifications and experience

1.     Bachelor of Accounting or related field.                         
2.    Experience of at least three years in the same field

 Skills and abilities

1.    High skills in financial systems management (ONEX)
2.    High skill in accounting and financial reporting
3.    Management skills (such as planning, organization, control, follow-up and evaluation).
4.    High skill in communication and reporting
5.    High ability to make decisions and assume responsibilities

Other requirements 

  • Good level of English
