Job Purpose:

The Project Manager will carry out all managerial responsibilities of overall project activities in all humanitarian sector during the Project Implementation period. They will be based in Sana’a governorate with frequent visits to the operation sites in both Sides IRG and DFA. The Project Manager will be responsible for overseeing the implementation of an integrated response project aimed at providing shelter, water, sanitation and hygiene (WASH), rapid response mechanisms (RRM), and educational support for conflict-affected internally displaced persons (IDPs) and host communities in Khab wa Ash Sha'f District, Al Jawf Governorate. Project Manager will lead a multidisciplinary team, ensuring that project objectives are met efficiently and effectively while adhering to donor requirements and best practices in humanitarian response. Project Manager will report to the Program Manager and Top Management.

Duties and Responsibilities:

Project Planning

1.    Develop and oversee the implementation plan for the integrated project activities and components (Shelter, WASH, RRM, and Education) in alignment with project goals and objectives.
2.    Plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.
3.    Coordinate activities among various sectors to ensure a cohesive approach.
4.    Develop projects strategies, tools and work plans appropriate to the local context;
5.    Ensure that the project is implemented on time and in a cohesive and integrated manner;

Project Implementation and Follow-up: - 

1.    Ensure that the project is implemented on time and in a cohesive and integrated manner;
2.    Assess, plan, implement, and monitor all project activities;
3.    Lead the development and implementation of necessary field assessments and the collection of all the data related to the project in the targeted area; Coordinate and supervise the work of the team;
4.    Supervise all the project activities at field level, ensuring the quality of works;
5.    Develop projects reports using the appropriate tools and templates;
6.    Manage the projects budget, in close collaboration with the Finance Unit.
7.    Oversee project budgets, ensuring efficient allocation of resources and adherence to financial guidelines. 
8.    Monitor expenditures and prepare financial reports as required.
9.    Manage all related project equipment and materials in close consultation with the logistic/procurement assistant;
10.    Support the Reporting in preparing Monthly, Quarterly, and Final progress Reports according to the set plan, and reviewing the documents in consultation with Program Manager to ensure long-term and short-term priorities are on track;
11.    Ensure timely submission of donor requirements.
12.    Support the implementation of a common monitoring, evaluation, and learning system among all partners and analyze the technical data it generates to inform projects management; 
13.    Identify potential risks and challenges to project implementation and develop mitigation strategies.
14.    Ensure compliance with safety and security protocols for staff and beneficiaries during the implementation of the Project.

Coordination and Engagement Stakeholder: 

1-    Build and maintain relationships with local authorities, community leaders, and other stakeholders to ensure community involvement and support.
2-    Coordinate all the project activities with the local authorities and beneficiaries targeted through this project;
3-    Collaborate with Humanitarian organizations and UN agencies to enhance project impact.
4-    Attend monthly meetings with Donor and Humanitarian actors, representing the organization and sharing Update and lessons learned;
5-    Participate in relevant sector meetings at local and national level and meeting with local authorities;
6-    Coordinate with Donors, Humanitarian actors, and Local authorities to maximize integration of project activities;

Team Management:

1-    Lead, mentor, and manage project staff, ensuring effective collaboration and communication within the team.
2-    Facilitate capacity-building initiatives for staff through training and support, helping to build technical capacity of staff, operators and partners.

Qualifications and Experience:

  • Bachelor’s degree in Business Administration, International Development, Engineering, Project Management, Social Sciences, or a related field; a Master’s degree is preferred.
  • Minimum of 5 years of experience in project management in humanitarian or development contexts, with a focus on shelter, WASH, and education.
  • Minimum of 5 years of working Experience with international partners and local institutions and local actors, including local NGOs and CSOs/CBOs.
  • Strong understanding of the needs and challenges faced by IDPs and host communities in conflict-affected areas.
  • Excellent leadership, communication, and interpersonal skills.
  • Proven ability to manage multiple tasks and priorities effectively.
  • Proficiency in monitoring and evaluation methodologies.

   Languages: 

  • Proficiency in English and Arabic are highly required.
