Position: Finance Officer
Location: Sana’a
Reports to: Finance Manager 
Duration: 10 Months

Job Purpose:

Finance Officer will be responsible for tasks such as preparing financial payments & reports, recording and reconciling financial transactions, managing project budgets, and ensuring compliance with financial policies and procedures. The Finance Officer will work closely with other project staff, such as the Project Manager, Logistics assistant and HR Assistant, to ensure effective communication and coordination around financial matters.

 Duties and Responsibilities:

1.    Maintain complete books of accounts, as per the origination’s Finance Manual.
2.    Managing and recording the cash flow up to date and ensure that cash is available at all times for implementation of the activities or any surprise cash count.
3.    Checking all payment claims to ensure compliance of the origination’s policy & procedures, donors’ requirements, Yemeni laws and regulations.
4.    Support the Project Manager in monitoring project budgets, tracking expenditures against budget lines, and preparing budget variance reports.
5.    Ensure all payments are properly coded to record against active grant and complete authorization of respective budget holder as per the origination thresholds of approval.
6.    Closely work with program department to fully understand financial aspects of donor funded portfolio and understand donor financial compliance requirements.
7.    Review the official e-mails on a daily basis, respond to queries from colleagues and suppliers in a timely and appropriate manner, and ensure any problematic issues are raised with the program coordinator at the earliest opportunity.
8.    Review all approved payment documents with authorized signatures for proper and adequate backup before bank or cash disbursement.
9.    Ensure that all financial transactions are supported by documents for disbursement of cash to suppliers, contractors, beneficiaries.
10.    Assist finance Manager to strengthen internal controls & controls environment.
11.    Ensure appropriate segregation of duties for each & every financial management task.
12.    On monthly basis follow-up prepayments and accruals such as (rent, Internet service. etc.) and manage schedule on Quick books accounting system and GMS system.
13.    Participate along with finance teams during Internal & external audit, donor specific audit, any authorized third-party review of financial records.
14.    Ensure preparation of staff monthly salary cost allocations in close coordination with Human Resource (HR) and finance manager.
15.    Ensure that monthly bank reconciliations for all bank accounts are prepared on regularly basis.
16.    Maintain proper filling system for all financial and accounting documents up-to-date.
17.    Participate in training sessions to enhance financial management skills and knowledge of relevant regulations.
18.    Scan all vouchers, contracts and other financial documents as well as supporting documents on regular basis.
19.    Due to the nature of the program’s activities, the above-mentioned tasks are indicative only and are subject to change. 
20.    Others/additional tasks may be delegated to meet programmatic objectives.

Qualifications and Experience:

  • Bachelor degree in Financing or Accounting.
  • A least three (5) years of experience in humanitarian context; e.g. International/UN Agencies, Local Institutions/NGOs and CSOs/CBOs.
  • Team and friendly work with ability to work under pressure.
  • Ability to use computer Microsoft: (WORD, Excel, PowerPoint), this includes ability to use Other financial programs.
