Job Summary:

The M&E Officer at Level 4 plays a critical role in ensuring the success of the project by managing and overseeing Monitoring, Evaluation, Accountability, and Learning (MEAL) activities. The officer will be responsible for tracking progress against project objectives, conducting field visits to monitor project implementation, and ensuring timely and accurate data collection and analysis. This role ensures effective project accountability, supports data-driven decision-making, and contributes to ensuring that lessons learned and best practices are incorporated into the project implementation. The M&E Officer will also be involved in reporting project outcomes to donors and stakeholders.

Responsibilities:

  • Design and Implement M&E System: Establish and design an M&E system across all projects, ensuring it includes a robust feedback mechanism to track performance and progress.
  • Coordinate M&E Activities: Oversee all M&E activities, including data collection, analysis, and reporting. This includes ensuring accurate tracking of project objectives and donor targets.
  • Data Collection and Reporting: Coordinate the collection of both qualitative and quantitative data to measure project progress. Prepare weekly, monthly, and other periodic reports, including outputs, success stories, and other project documents.
  • Analysis and Input for Reporting: Provide critical analysis and inputs on drafts of reports to ensure accuracy, clarity, and timely submission.
  • Mentorship and Guidance: Offer regular mentorship and guidance to field staff to ensure high-quality data collection and reporting.
  • Proofreading and Translation: Proofread and translate various reports and project documents between Arabic and English to ensure quality and consistency.
  • Support Data Management: Collaborate with the Data Management team to analyze and synthesize collected data, ensuring it is presented clearly in infographics, maps, and communication materials.
  • Regular Data Review: Participate in data review processes, ensuring that data collection methods meet the required standards, accurately reflect project progress, and meet donor expectations.
  • Timely Reporting: Establish and manage a reporting schedule to ensure timely submission of reports. Oversee the quality assurance of all reports with support from the Data Management team.
  • Reporting and Quality Assurance: Ensure data quality in all reports, systematically reviewing and cross-checking internal and external reports, situational reports, and communication materials for accuracy and consistency.
  • Documentation and Dissemination: Collate, document, and disseminate lessons learned and best practices to both internal and external stakeholders.
  • Collaboration: Work closely with the M&E team, field staff, and technical teams to facilitate the smooth exchange of information and ensure project goals are met.
  • Training and Support: Provide training and clarification on reporting policies and ensure technical staff are equipped with the knowledge to meet donor reporting requirements.
  • Monitor Data Sources: Regularly monitor and review the sources of information and data required for report preparation, including news clippings, field monitors, surveys, and food statistics reports.
  • Training Technical Teams: Train the technical team on donor reporting templates and requirements to ensure timely and accurate reporting.
  • Other Duties: Perform other related duties as required to support project implementation and M&E activities.

Education, Qualifications, and Experience:

  • A university degree in management, social sciences, or a related field.
  • At least two years of experience as an M&E Officer or Coordinator, preferably within the INGOs or NGOs sector.
  • Proficiency in MEAL systems, data entry, analysis packages, and databases.
  • Strong organizational skills, attention to detail, and ability to report on time.
  • Experience with both qualitative and quantitative data collection and analysis.
  • Excellent written and verbal communication skills, with the ability to build relationships with internal and external stakeholders.
  • Ability to work independently, proactively, and flexibly, with a willingness to work long hours, including weekends, and spend significant time in the field.
  • Strong computer knowledge, including advanced proficiency in Microsoft Word and Excel.
  • Experience in interpreting data and results-based programming.
