Consultant for Organizational Capacity Assessment (OCA)
Position Title: Organizational Capacity Assessment - Consultant
Location: Yemen
Contract Duration: 22 working days Over three months period

Overview:
JSI is implementing the SHA project in Yemen to strengthen the capacity of local Partners, to enhance their organizational and technical performance. By the end of the award, Local Partners is expected to achieve the capacity required to receive direct funding from USAID and other donors. To support this goal, JSI seeks a highly qualified consultant to lead the Organizational Capacity Assessment (OCA) process and develop a comprehensive capacity-strengthening plan.
The consultant will collaborate closely with JSI staff and Local Partners to ensure that the partner organization can effectively manage resources, deliver high-quality programs, and achieve sustainable results.
Key Responsibilities:
1. Preparation and Tool Development:
- Review and adapt JSI’s existing OCA tools to address the specific needs of Local Partners and the capacity-strengthening activity.
- Develop a detailed implementation plan for the OCA process, including timelines and responsibilities.
- Conduct an orientation session for JSI staff on the adapted OCA tools and process.
2. OCA Implementation:
- Facilitate OCA sessions with Local Partners staff across various levels at their offices.
- Ensure active participation and collaboration from Local Partners throughout the assessment process.
3. Analysis and Reporting:
- Analyze the findings of the OCA process to identify areas requiring capacity strengthening.
- Prepare and present a comprehensive OCA report summarizing key insights and recommendations.
4. Action Plan Development:
- Work with the JSI SHA team to design a technical assistance (capacity-strengthening action) plan.
- Ensure the action plan aligns with Local Partners’ needs and JSI’s sub-award management processes.
Required Qualifications:
- Proven experience in conducting organizational capacity assessments and developing capacity-strengthening action plans.
- Strong understanding of organizational development principles.
- Fluency in Arabic and English (both written and verbal).
- Excellent facilitation and interpersonal communication skills.
- Ability to analyze complex organizational structures and recommend actionable solutions.
- Familiarity with USAID compliance and reporting requirements is an advantage.
