I.    Background

The Humanitarian Development Program (HDP) is a nonprofit and independent NGO in Yemen .It focuses on improving the quality of Yemeni people’s life through well-planned and comprehensive projects in WASH, education, Food security & livelihood ,Shelter, CCCM, Protection  ,health and related activities that strengthen underserved communities in all parts of Yemen with the flexibility to respond rapidly to emergencies.

Vulnerable adults and children are particularly at risk of sexual exploitation and abuse. HDP defines the program’s commitment to the protection from sexual exploitation and abuse (PSEA) of vulnerable adults, involving HDP Employees and Related Personnel. In recognition of the special vulnerability of children, also HDP affirms commitment to the welfare and protection from sexual exploitation and all forms of abuse of children, involving HDP employees and related personnel.

Summary of the project

The Life-saving shelter Assistance to the conflict-affected communities in Marib City district, Marib Governorate and Khab Wa Ash Sha'f district under Al-Jwaf governorate project Funded by the Yemen Humanitarian Fund (YHF) will provide life-saving shelter assistance to communities affected by conflict in Marib City district, Marib Governorate, and Khab Wa Ash Sha'f district in Al-Jwaf governorate. The project responds to the urgent needs of vulnerable communities exacerbated by recent floods and storms, which have resulted in widespread displacement, food insecurity, and increased protection risks. Improve living standards and resilience through the provision of shelter, NFIs (Non-Food Items), and access to safe water and sanitation facilities. Prevent and mitigate protection risks, particularly for women, girls, boys, and men, through the implementation of effective protection measures and community engagement.

Duties and Responsibilities

The project coordinators will be responsible for direct coordination with all other partners, stockholders. He/She will follow up with related sector regarding the needed support, sorting challenges. Under the direct supervision of the project manager, Project Coordinator, will undertake the following tasks:

 

  • Develop weekly and monthly work plan for the project, and support Project Manager in preparing individual weekly work plans and review their performance on weekly and monthly basis.
  • Conduct field visits to targeted IDPs sites to assess needs and review operational plans and Conduct market assessments at the site level to ensure availability of materials required for maintenance works to ensure that activities are appropriately planned and that delays and constraints are documented on a timely basis and that solutions identified and challenges beyond them are escalated to the Project Manager.
  • Organize regular meetings with community groups and committees, ensuring the participation of women, youth, and marginalized groups. Document meeting minutes and attendance. Oversee service provision at the site level, employing agreed-upon tools, conducting assessments, and collecting input from community members. Timely and accurately record and report data.
  • Conduct the beneficiary registration, and verification of the of Non-Food Items (NFI) distribution based on vulnerability and priority project criteria. Hold regular meetings with site-level stakeholders, including site CCs, focal points from the host community, and service providers at the district and government levels.
  • Supervise the maintenance and rehabilitation process with the Technical site Supervisors, ensuring its timely completion within the specified contract period and in accordance with approved BoQs.
  • Promote community participation during project implementation and work closely with CCs to enhance community involvement in site maintenance activities. Hold regular meetings with site-level stakeholders, including site CCs, focal points from the host community, and service providers at the district and government levels.
  • Lead project coordination meeting with relevant stockholders, clusters, other implementing partners   to ensure all the humanitarian interventions and activities are reported and represented at related Clusters level.
  • Establish and maintain constructive working relationships with other NGOs, UN agencies, host government, and other principle stakeholders including the local authorities where present.
  • Represent HDP in meetings with government officials, cluster members in govern, other NGOs …etc. as required and ensure circulation of minutes to relevant actors.
  • In collaboration with Field team and support staff, play a lead role in design and development HDP emergency project as required. 
  • Support in the development of contingency and HDP emergency response plans and managing any associated budgets, as appropriate. 
  • Closely monitor events in humanitarian issues, in order to update and adjust program activities and approaches, when necessary. 
  • Conduct regular reviews of progress against indicators, lessons learned, and challenges encountered, in order to ensure the achievement of performance targets and adherence to technical standards, best practices and donor 
  • Ensure quality implementation of HDP at field level taking into consideration appropriate response modalities and the needs of the most vulnerable. 
  • Support development and monitoring of HDP emergency budgets, and provide emergency field teams with regular updates on available budgets to guide implementation. 
  • Coordinating the HDP with other humanitarian partners possessing emergency response capacity to avoid overlapping/facilitate synergies. 
  • Review existing assessment tools and propose improvements/ adjustments to the Emergency Coordinator as necessary and in line with the HDP. 
  • Participating in relevant coordination forums to share updates on the HDP (methodology, tools, results, operations, etc.) 
  • Following up with the Clusters and other inter-agency forums, on the recommendations produced by the HDP to increase coverage of needs (where gaps identified). 
  • Link with the MEAL team to facilitate external monitoring of the project and take corrective actions where necessary 
  • Perform any other related tasks as required, as assigned by the project manager.

Education and Experience

  • University degree in Business management, social science, civil engineering, or another discipline relevant to shelter/CCCM. Or At least 2 years of experience in with humanitarian NGO.
  • Proven experience in planning and coordinating programs in complex conflict settings.
  • Computer skills in both Arabic and English Languages.
  • Excellent written and oral communication skills in both English and Arabic.
  • Knowledge of multi-sectoral humanitarian response, including Shelter, CCCM, and emergency distribution is of benefit.
  • Experience in shelter / CCCM projects is of benefit.
