Background

HDP defines the program’s commitment to the protection from sexual exploitation and abuse (PSEA) of vulnerable adults, involving HDP Employees and Related Personnel. In recognition of the special vulnerability of children, also HDP affirms commitment to the welfare and protection from sexual exploitation and all forms of abuse of children, involving HDP employees and related personnel.

Summary of the project

The Life-saving shelter Assistance to the conflict-affected communities in Marib City district, Marib Governorate and Khab Wa Ash Sha'f district under Al-Jwaf governorate project Funded by the Yemen Humanitarian Fund (YHF) will provide life-saving shelter assistance to communities affected by conflict in Marib City district, Marib Governorate, and Khab Wa Ash Sha'f district in Al-Jwaf governorate. The project responds to the urgent needs of vulnerable communities exacerbated by recent floods and storms, which have resulted in widespread displacement, food insecurity, and increased protection risks. Improve living standards and resilience through the provision of shelter, NFIs (Non-Food Items), and access to safe water and sanitation facilities. Prevent and mitigate protection risks, particularly for women, girls, boys, and men, through the implementation of effective protection measures and community engagement.

Duties and Responsibilities

Under the direct supervision of the Programs& Project Manager, The Project Manager will be responsible for leading the implementation of project activities including high level communication, ensuring timely planning, preparation of project agreements and control of project assets and financial resources including managing people, and He/She will undertake the following tasks:

  • Manage the assigned shelter project to meet the project objectives within budget and within the allotted time frame, reporting promptly any operational concerns to the line manager (e.g., projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget).
  • Develop an efficient internal communication strategy to ensure clear, effective communication with all levels of management within the project teams, including Technical Advisors and Area Coordinators in project locations. 
  • Act as the project budget holder for shelter intervention; Ensuring that all expenditure is in line with project budget/forecast, and that transactions and documentation comply with HDP policies, procedures and minimum standards. Carry out regular budget monitoring and forecasting to ensure spend within the agreed budget parameters. 
  • Evaluate all the project activities progress and determine necessary actions in short and long term. 
  • Ensure to Lead in compliance with all organizational and donor requirements, producing narrative reports for projects under remit, and collaborates with relevant colleagues, technical advisors, finance and grant management functions to ensure timely submission of high-quality reporting that complies with donor requirements.
  • Represent HDP at relevant local-level coordination meetings involving local authorities, communities, and other NGOs and clusters. Develop and maintain appropriate, regular, transparent, and supportive communication structures with the assigned WASH team, TFD in-country Office, and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies, and other NGOs), to ensure good cooperation and partnerships.
  • Ensure that activities are appropriately planned, and that delays and constraints are processed on a timely basis and that solutions identified and challenges beyond them are escalated to the HDP senior management 
  • Represent HDP with relevant local authorities, community leaders, and other relevant key stakeholders such as INGOs, local NGOs, and in the implementation of the project.
  •  Provide coaching and technical supervision to staff to develop ownership and full responsibility for implementing SHELTER activities. Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans, and to provide the opportunity for feedback.
  • Oversee the timely and quality submission of all deliverables to the line Manager, including monthly, narrative progress reports, work plans, performance indicators, and regular results reporting as needed in addition to overall quality control.
  • Continuously monitor and supervise the SHELTER activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the project team in analysis and taking appropriate action as needed to ensure continued progress.
  • Ensure that all project activities are implemented with high efficiency and quality to meet the donor objectives and goals, to meet the satisfaction of the beneficiaries, and get the maximum and desired benefit from these projects. 
  • Provide technical input, writing and budgetary input for new program design, as needed. 
  • Perform any other related tasks as required, as assigned by the Programs & Projects manager.

Education and Experience

  • University degree in social science, civil engineering, or another discipline relevant to the project. Or At least 5 years of experience in managing humanitarian interventions with NGOs.
  • proficiency of both English and Arabic. 
  • Excellent organizational, budget, project management, communication and writing skills. 
  • Experience working with communities of diverse cultural practices and low literacy levels. 
  • Experience of proactively identifying and addressing issues. 
  • Experience of establishing strong and constructive working relationships with colleagues from different functions and organizations.
