Location: Field Based in Marib
Reporting to: Executive Director in Marib & Education Program Manager
Start date: December 2024
Contract duration: Annual contract, renewable based on performance and fund availability.
Contract type: full time

The National Foundation for Development and Humanitarian Response (NAHR) is a not-for-profit and non-governmental organization (NGO) that was established June 2012 in Yemen. Our vision is a peaceful and stable Yemen free of poverty, in which all people have equal access to basic needs and human rights, and our mission is to provide an integrated humanitarian and development response to aid Yemen and other conflict-affected countries through a professional, neutral, and transparent approach. 
We aim to achieve our overall vision and mission by working to enhance local communities' development and stability through identifying structural causes of poverty, raising awareness, increasing access to basic services, and focusing on building citizens' capacities, especially women and youth, so as to enable their participation in the decision-making process that leads to sustainable development and a peaceful society within their developing and conflict-affected countries. NAHR aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); Water, Sanitation, and Hygiene (WASH); Health and Nutrition; CCM; Education; Gender and Protection; Shelter and Non-food items (NFIs); and Peacebuilding and Governance.
In the process of recruitment, selection, and appointment NAHR implement a range of procedures and actions including Criminal Background Checks/ International vetting/Certificate of good conduct to ensure children and vulnerable adults are safeguarded and abuse is prevented.
NAHR has zero tolerance on sexual exploitation and abuse. All employment offers are conditional upon the receipt of satisfactory references and the signing our code of conduct, Safeguarding Policy with a particular focus on Protection from Sexual Exploitation and Abuse and Child Safeguarding. This position will also be subject to robust reference and background screening checks.

The Project Manager will be responsible for overall project leadership and achievement of results and serves as the point of contact for consortium lead, MOE, and other stakeholders with authority to make contractual and operational decisions. The incumbent will be responsible for the overall planning, implementation, communication, monitoring, and reporting of a long-term NFE project that will be implemented over 18 months. This role will require strong leadership, organizational, and communication skills to successfully implement the project's objectives. She/he will be in charge of the development of work and action plans, activity design, monitoring, development of materials and guidance, Approval’s coordination with GEOs and DEOs, external and internal communication, aligning activities with current and emerging MOE policies, coordination with the NFE TWG and YEC sub-clusters, adaptation of approaches, selection of target communities. 


Main Tasks

Management and Technical duties:

  • Ensure safe, effective delivery of education services to the target population.
  • Conduct education assessments and surveys to ensure education needs are identified and addressed.
  • Develop and implement comprehensive project plans, including timelines, budgets, and resource allocation.
  • Direct the day-to-day implementation of the project and its soft and hard activities, ensuring adherence to quality measures, project plans, and timelines.
  • Coordinate with project team members, stakeholders, and partners to ensure effective collaboration.
  • Monitor project progress and identify areas for improvement.
  • Identify and manage project risks, develop, and deploy mitigation strategies. 
  • Develop monthly and interim reports on specified times to present achievements and maintain challenges.
  • Ensure mechanisms for reporting within respective education areas are in place and adhered to.
  • Facilitate needed pieces of training and capacity-building sessions for project team members.
  • Create and maintain detailed project documentation and soft and hard archives.

Coordination and Representation:

  • In close coordination with NRC, NAHR field staff, and education national and sub-national clusters, ensure the local authorities; particularly MOE, GEOs, and DEOs, are involved in the planning, implementation, and monitoring of the project.
  • Liaise with key partners such as local leaders, NGO partners, and other stakeholders to avoid project overlap and ensure leveraged links between the various education projects along with other sectors.
  • Provide leadership and guidance to team members, ensuring they have the necessary resources and support to succeed.
  • Foster a positive and collaborative team culture.
  • Ensure the implementation of the project activities complies with YEC and its relevant standards and guidelines.
  • Attend education coordination meetings and NFE TWG sessions.
  • Coordination with Government Stakeholders and act as a focal point in the steering committees of the project.

Administrative Duties

  • Prepare and submit monthly reports and other relevant reports to the line manager.
  • With support from project personnel, prepare procurement plans for activities and process them after getting approvals from senior managers.
  • Ensure that reviews for management are conducted at least quarterly and that findings from review sessions are incorporated into decision-making and planning.
  • In coordination with the line manager, ensure that staff members under your scope of responsibility have an updated and approved job description.
  • Ensure orientation sessions for the project team are conducted.
  • Set performance objectives for the project team and conduct performance appraisal at the 6-month mark of inauguration.

The role of the Project Manager is not limited to the specific duties mentioned above. It is subject to change with the evolution of updates and following NAHR’s vision and mission. Such as managing all unforeseen issues and circumstances concerning the project and remaining adaptable to perform responsibilities that may not be mentioned above, as and when required.

Credentials and Qualifications 

  • Bachelor's degree in education, project management, International Development, or a related Master's degree is preferable.
  • Significant experience in managing and coordinating NFE projects for at least 3 years.
  • Independent worker, self-motivated, capable of working with minimal supervision.
  • Experience with project management cycle, budgets, and donor requirements.
  • Excellent interpersonal, written, and oral communication skills, including cross-cultural skills.
  • Experience working with UN bodies, INGOs, and local NGOs.
  • Ability to adapt, and change priorities according to the changing situation within a mission or the organization, PDIA proved experience is an asset.
  • Ability to take initiative where appropriate to deal with daily encountered difficulties.
  • Experience working in complex and challenging environments (changes within the team, location of programs, etc.)
  • Relates and works well with people from different cultures and backgrounds.
  • Ability to conduct work professionally and maturely.
  • Willingness to travel to project sites.
  • Ability to deal with relations with local authorities as a representative of NAHR.
  • Ability to manage local staff effectively and impartially.
  • Commitment to the aims and principles of NAHR.
  • Excellent English and Arabic language proficiency (speaking, reading, writing).
