Background
Abs Development Organization for Women and Children (ADO) is a women-led organization that has been operating in Yemen since 1996 in both the humanitarian and development sectors. ADO has extensive experience in food security, particularly in agriculture and fisheries, health, WASH, nutrition, protection, and women empowerment (www.absyemen.org). ADO and the Yemen Nexus Initiative, established in August 2021, which focuses on applying Nexus principles programmatically across three pillars:
- Research-based knowledge and the development of guidance notes/strategies for CSO engagement in Nexus.
- Capacity building.
- Community engagement and ownership.
This initiative addresses health, WASH (water, sanitation, and hygiene), nutrition, and food security, with a strong emphasis on climate change and women's empowerment as interrelated themes.
The Yemen Nexus Initiative envisions a sustainable and resilient Yemen where humanitarian, development, and peacebuilding efforts are interconnected and mutually reinforcing. By strengthening the integration and alignment of these efforts, the initiative aims to address interconnected challenges, build resilience, and contribute to long-term peace and stability in the country. This approach seeks to create a positive cycle of change through the systematic application of the triple Nexus, improving living conditions, fostering resilience, and supporting sustainable development.

Scope of Work
The plan must address, amongst other things, development of strong partnerships and resource mobilization initiatives and how to more effectively engage government agencies and communities more meaningfully in the realization of Nexus's group mission and vision. The consultant will draw from any best practices within similar strategic plans for other non-governmental organizations with similar modus.
Component of the plan will include, but not limited to:
- Conduct a needs assessment of the Organization including consideration of situation analysis and identification of constraints and opportunities for growth and development of Nexus.
- Guide stakeholder mapping and consultations and understand, obtain, and analyze qualitative and quantitative data relevant to stakeholders and partners.
- Develop plans and strategies with clear deliverables, indicators and tools that address the constraints and create the needed support systems and incentives.
- Development, validation, finalization and costing of the strategic plan, including outcome mapping for monitoring and evaluation, detailed implementation, and general activities.
- Recommend methodology and tools for evaluating outcomes and develop monitoring and communication strategy.
- The Consultant will collect, evaluate and lead in the presentation and validation process. Some of these elements may be included in the final document, as an appendix or cited as separate literature.

Objectives
The consultant will be responsible for:
1. Conducting a comprehensive assessment of the current humanitarian, development, and peacebuilding landscape in Yemen, including an analysis of the key challenges, opportunities, and existing initiatives.
2. Engaging with stakeholders to gather their perspectives and priorities on the Nexus approach and its potential benefits for Yemen. This will involve conducting interviews, focus groups, and workshops with representatives of NNGOs, local authorities, and community leaders.
3. Developing a comprehensive Nexus strategy that outlines the vision, goals, objectives, and key actions required to achieve a more integrated and effective response to Yemen's complex challenges.
4. Identifying potential partnerships and collaborations between humanitarian, development, and peacebuilding actors to enhance the effectiveness of the Nexus strategy.
5. Focusing on the role of local organizations in implementing Nexus in Yemen
6. Focusing on the role of the Yemeni society in Nexus including ownership and accountability.
7. Focusing on the role of national organizations, local authorities, and community leaders in responding to and adapting to climate change as part of the Nexus and climate change
Duties and Responsibilities
The consultant will be responsible for:
- Leading the development of the Nexus strategy in collaboration with stakeholders.
- Conducting research and analysis to inform the development of the strategy.
- Facilitating stakeholder consultations and workshops.
- Drafting and finalizing the Nexus strategy document.
- Providing technical support and guidance to stakeholders in implementing the Nexus strategy.
- Highlighting the roles of national organizations, local authorities, and community leaders in implementing Nexus in Yemen, including ownership and accountability, and their role in responding to and adapting to climate change as part of the Nexus and climate change in Yemen.

Experience and Qualifications and skills
- Advanced degree in international development, humanitarian affairs, or a related field.
- At least 5 years of experience working in humanitarian, development, or peacebuilding contexts, preferably in Yemen or the Middle East.
- Strong understanding of the Nexus approach and its application to complex development challenges.
- Proven experience in conducting stakeholder consultations and building partnerships.
- Excellent analytical and writing skills.
- Fluency 3in English and Arabic is essential.
- Ability to travel to and between Aden, Hadramout, and Marib to hold the strategy workshops with the related stakeholders.
Deliverables
The consultant will be expected to deliver the following outputs:
- Inception report outlining the methodology and work plan for the consultancy.
- Stakeholder analysis summarizing the findings of the stakeholder consultations.
- Yemen Nexus strategy document outlining the vision, goals, objectives, and key actions of the strategy.
- Final report summarizing the key findings and recommendations of the consultancy.
Commitment to Quality Work:
The consultant shall use an evidence-based approach and ensure the highest standards of work and timely deliverables at every stage of this assignment. The consultant shall ensure clarity of objectives and process during the consultations, counter check all facts and figures cited, ensure that the content and format of the draft strategic plan meets the high standard for such documents and ensure proper editing and clarity.
The consultant shall, at the onset of the planning process, identify all stakeholders having a direct and indirect interest in the strategic plan. Listing people, groups and institutions that influence the work of the incitive, all stakeholders must be able to make inputs into the strategic plan to promote ownership of the plan
Timeline
The consultancy is expected to be completed within Two months (November and December), with key milestones and deliverables outlined in a detailed work plan
