Duty Station: Based in Sana’a and field visits are required  
Probationary Period: Six months

Reporting to: Deputy Executive Director for Programs 

RDP

Relief and Development Peer Foundation (RDP) is Non-governmental Organization aims to mitigate the suffering of communities affected by the conflict and disasters, enhance more equitable socio economic development and Increase social responsibility to contribute effectively and positively on the development process. RDP advocates for the rights of affected populations and work in many field areas, food security, nutrition and health and water, sanitation and hygiene, good governance and peace.
RDP has a policy of zero tolerance towards SEA. AII RDP employees and related personnel are expected to uphold the highest standards of personal and professional conduct at all times, and to provide assistance and services in a manner that respects and fosters the rights of beneficiaries and other vulnerable members of the local communities.

Duties and responsibilities:

Program Development and Management

  • Prepare and develop Education Program strategic plan and support fundraising for Education Program, including contributing to the development of high-quality concept notes and proposals.
  • Lead the education team to implement timely, effective, and relevant activities in line with identified needs, established objectives, and the project workplan. 
  • Coordinate closely with the Deputy Executive Director and finance department to ensure timely and effective grant management and compliance with donor requirements. 
  • Produce and utilize regularly updated project management tools, including workplans, implementation plans, procurement plans, and accurate financial forecasts.
  • Oversee timely, relevant, and responsible management of education project budget.
  • Coordinate closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to develop effective monitoring tools and collect relevant data.
  • Ensure that all internal and external reports are submitted on time and in a high-quality, in compliance with internal NGO requirements and any relevant external donor requirements.
  • Oversee the project design process for any new education programming, including the development of budgets, proposal narratives, log-frames, and other supporting documents.

Technical Quality

  • Ensure all education projects are implemented in accordance with NGO’s guidelines and global best practices.
  • Lead, review and conduct Education Program assessments and surveys such as baseline, end-line, Post Distribution Monitoring (PDM), Market Assessment, etc. to ensure Education program needs are being identified and addressed accurately.
  • Regularly review MEAL data and apply indicator findings to improve program quality. Ensure all programs are data-driven.
  • With support from the MEAL team put in place accountability activities for Education projects, ensuring that complaints and feedback from the beneficiaries specially, women and children are considered in project design.
  • Liaise with the Education Technical units on the national and governorate levels on regular bases 
  • Represent NGO in local and global technical presentations and workshops.

Team Leadership and Management

  • Coach, mentor, and lead the education teams to implement programs to high-standards quality.
  • Oversee the timely recruitment, comprehensive onboarding, and the sustained professional growth of team members.
  • Ensure all team members are well-versed in job expectations and have clear performance objectives. Conduct regular management meetings with all direct reports and ensure the same is done throughout the team management structure. 
  • Identify training needs and develop capacity building plans for education staff.
  • Promote and monitor staff care and wellbeing.

Coordination

  • Ensure consistent NGO representation in the Education Cluster and technical working groups meetings.
  • Oversee regular communication, negotiations, and engagement with partners, donors and government entities, including the Ministry of Education and technical government offices.
  • Work closely with field manager to ensure concerns and challenges at the service delivery level are addressed appropriately.
  • Identify Education Program supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
  • Proactively collaborate with other NGO programs and support departments to promote program integration and ensure effective internal referrals.

Other

  • Comply with NGO policies and practices with respect to child protection, code of conduct, child safeguarding, protection from sexual exploitation and abuse, safety and security, equal opportunity and other relevant policies and procedures.
  • Other relevant duties as assigned by supervisor to education program.

Required Qualifications and Experience:

  • Bachelor's Degree, in education, social sciences, or other relevant field (Advanced degree is an advantage)
  • Five years of experience working with development or humanitarian agencies.
  • Three-years experiences in designing, planning, monitoring and implementation of education interventions 
  • Background in Education Activities (trainings, rehabilitation, capacity building and education supplies distributions).
  • Good Organizational Skills
  • Project cycle management.
  • Capacity to relate with other stakeholders
  • Good knowledge of the area of intervention
  • Skills related to participatory research methods, and computer literacy
  • Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.
  • Communication skills to operate with a multinational and multilingual team
  • Computer knowledge (Word, Excel, SPSS)
  • Fluent in oral and written Arabic and English
  • Excellent writing and reporting skills;
  • Ability to work in a challenging environment, under high pressure and ability to cope with tight deadlines;
