Environmental Compliance requirements for WASH/Physical Works

Environmental Impact Assessment Report for activity under Category A- Construction of Medical waste zone including incinerator

In the Impact Assessment, Consultant must identify the environmental risks, as well as the mitigation measures to implement in order to prevent any and all pollution or contamination. The impact assessment should thus detail the potential negative environmental impacts of the physical works, for all their different phases (construction, operation, rehabilitation, end of life).

The Consultant must consider reflected the following points while preparing Environmental Impact Assessment (EIA)   report:

  1. the changes to the environment or to health, social or economic conditions and the positive and negative consequences of these changes that are likely to be caused by the carrying out of the designated project, including (i) the effects of malfunctions or accidents that may occur in connection with the designated project; (ii)any cumulative effects that are likely to result from the designated project in combination with other physical activities that have been or will be carried out; (iii) the result of any interaction between those effects;
  2. mitigation measures that are technically and economically feasible and that would mitigate any adverse effects of the designated project.
  3. the impact that the designated project may have on any Indigenous group.
  4. the purpose of and need for the designated project.
  5. alternative means of carrying out the designated project that are technically and economically feasible, including through the use of best available technologies, and the effects of those means.
  6. the extent to which the designated project contributes to sustainability.
  7. any change to the designated project that may be caused by the environment.
  8. the requirements of the follow-up program in respect of the designated project
  9. community knowledge provided with respect to the designated project.
  10. comments received from the public.
  11. any other matter relevant to the impact assessment that the Agency requires to be considered.

Class-screening environmental assessment Report for Activity under Category – B – Minor repair of WASH Infrastructure in 5 Health facility.

In the class screening environmental assessments report

The Consultant must consider provide the following points while preparing class-Screening environmental report:

  1. Description of the initiative and rationale             
  2. Local environmental requirement
  3. Sitting criteria, technical specifications and environmentally sound practices and mitigation measures
  4. Siting criteria       
  5. Technical specifications
  6. Construction phase environmentally sound practices and mitigation measures      
  7. Operation phase environmentally sound practices and mitigation measures           

The reporting requirement for rehabilitation/maintenance of WASH infrastructure in 5 health facilities should include writing a single report for all five health facilities (sites) considering at minimum below GAC reporting requirements:

  • Description of the initiative and rationale
  • Local environmental requirement
  • Sitting criteria, technical specifications and environmentally sound practices and mitigation measures
    • Siting criteria
    • Technical specifications
    • Construction phase environmentally sound practices and mitigation measures
    • Operation phase environmentally sound practices and mitigation measures
  • Environmental follow-up

Environmental Mitigation and Management Plan (EMMP)

The mitigation measures Plan for Activity A and B impacts. Mitigation measures must be detailed to describe mitigation measures used to mitigate impacts on valued components The description should include the valued components and the mitigation measures taken into account in the determination.
