The Opportunity:


The WASH Assistant [Engineering] is responsible for ensuring the availability of accurate, complete, and up-to-date information required to ensure the quality of the water provided for the beneficiaries, for all the targeted water schemes and health facilities, and provide support and engineering expertise for the successful and timely completion of works related to rehabilitation, construction, and reparation of WATSAN facilities in selected sites within the project areas. The WASH Assistant [Engineering] supports ensuring the implementation and completion of WASH-related construction/rehabilitation components in the field office and the surrounding geographic coverage managed through this office. He/she will be overseeing the implementation of the hardware/ software activities of the WASH  program at both the community level and institutional level of healthcare facilities, schools, child-friendly spaces……etc.


The WASH Assistant [Engineering] will be working within the framework of Save the Children’s programming principles and approaches drawn on relevant best practices and lessons learned, working towards enabling children to attain their rights, while compliant with donor regulations. 


He/she will provide regular field reports on the progress (including monitoring and evaluation follow-up) of all SCI WASH activities to the WASH officer.


As part of Save the Children’s dual mandate, the WASH Assistant [Engineering] will participate in emergency preparedness activities and be ready to respond in the event of an emergency, as required. 


Key Areas of Responsibilities: 


Program Implementation


  • In collaboration with the WASH Officer, conduct the WASH Need assessment for the nominated/ selected sites for the WASH interventions.
  • Participate as needed in preparing and developing detailed bills of quantities (BOQ) and drawings for all the WASH activities Hardware and Software (water supply systems, Sanitation systems, hygiene distributions and awareness, water quality surveillance, training, etc. at both the community or institutional level “Health care facilities HCFs, Schools, etc.”) based on assessment and program requirements, ensuring that recommended work is child-friendly and within the minimum SPHERE standard.
  • visit sites of concern, such as potential sources of pollution or contamination, and sources of complaints about drinking water quality, investigate pollution incidents from a scientific and legal viewpoint, and arrange for emergency action in response to pollution-causing incidents.
  • Supervise the implementation of all the WASH activities Hardware and Software process, ensuring that it is completed within timelines and according to approved BOQs.
  • Support the WASH Officer in taking water samples and carrying out laboratory testing of samples for chemical or microbiological parameters.
  • Monitoring the water quality surveillance in the water systems and health care facilities by following the tests and results of Free Recesual Chlorineat field level, collecting data, delivering results, distributing testing tools and materials, and preparing reports.
  • Ensure that variations are raised to and approved by the WASH Office and the WASH PM according to SC procedures before giving a work order to the contractor.
  • Participate in verify the incoming materials are of the highest quality and from an acceptable country of origin and ensure of this on sites during the implementation.
  • Follow up, count, and certify achievement of contractual works, and provide daily, weekly, final, and ad-hock reports to WASH Officer/PM to ensure accurate applying of the bill of quantities BoQs on the ground, so payment to contractors can be processed.
  • Ensure the quality and timely implementation of all WASH activities at the field level and document, raise, and suggest solutions for all related matters on time.
  • Ensure applying the safety standard checklists ensuring that children’s safety is central 
  • Support the WASH Officer/ PM in seeking and obtaining appropriate government sign-off on works at the critical stages; especially at the start and completion.
  • Ensure the Contractor is compliant with Statutory Law and SC safety and security protocols on all construction/rehab sites.
  • As appropriate, ensure that the contractor maintains proper inventory control systems of commodities/goods transactions
  • Participate and support the WASH Officer in implementing and providing Technical training for the community volunteers “Hygiene promotion mobilizers HPMs”, members of water management committees WMCs, maintenance and operation workers in the health care facilities “the Admin staff”, and governmental staff on the related matters such as “how to use and maintain the WATSAN facilities, safety and safeguarding in the WASH sites/ activities, etc.”. 
  • Coordinate with local actors (governmental and non-governmental) at the field level and as needed and delegated by the WASH officer during the implementation and closure and maintain the built good and strong relationships with local and government partners.
  • Write and submit daily, weekly, final, and ad-hock reports for all the WASH activities based on daily/regular field visits.
  • Documenting, archiving, Raising PRs, stock receiving and releasing, payment preparing, and other administrative tasks.
  • As required, support emergency planning processes and response in regards to WASH.

Education


  • University Degree in Civil or Structural Engineering, Water Engineering or relevant disciplines, or equivalent field experience.

EXPERIENCE AND SKILLS


Required:


  • At least 2 years of experience in planning, implementing, and supervising WASH activities including construction/ rehabilitation works at both the community or institutional level, and hygiene promotion activities. Sanitation and land survey and PV Solar system works are preferred.
  • Previous experience working effectively as part of a WASH project team.
  • Experience in the rehabilitation of water supply systems and sanitation facilities at both community and institutional levels “such as health care facilities, schools, etc.” is essential.
  • Experience in hygiene promotion and WASH NFI distribution activities. 
  • Experience in water quality testing (physical, chemical, and biological), chlorination, monitoring FRC, and water trucking for host communities affected by the cholera outbreak, is preferred.
  • Effective use of computers – Word and Excel and engineering applications for design and drawing such as AUTOCAD, ETABS/ BIM is essential.
  • Using of land survey instrument “GPS, level and total station”. 
  • Commitment to working through systems of community participation and accountability
  • Good knowledge of safety standards and legislation related to construction and rehabilitation in Yemen
  • A good team worker willing to learn from others, listen, and provide sound technical advice on construction that will benefit children 
  • Politically and culturally sensitive with qualities of patience, tact, and diplomacy with good communication skills
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.

Desirable:


  • Oral and written reporting Language skills in English.
  • Registration with a relevant professional authority in Yemen.

Experience or knowledge of working and living in relevant regions/contexts NGO or humanitarian programming experience
