Purpose of the Position:

The Program Officer, working under the guidance and supervision of the Program Coordinator, is responsible for supporting the effective planning, implementation, management, and reporting of programs in line with SIF’s and donor standards, procedures, and timelines. This role includes contributing to the development of project proposals, management plans, procurement plans, budgets, financial projections, actual implementation, and reporting. The Program Officer will primarily focus on Education and Child Protection, while supporting Food Security & Livelihoods (FSL) and WASH sectors. S/He is also expected to support project evaluations, needs assessments, and implementation efforts in the field, ensuring that cross-cutting issues such as child protection, disability inclusion, gender mainstreaming, environmental sustainability, and good governance are integrated into all programs.

Duties and Responsibilities:

The program Officer shall be responsible for the following tasks: 

Program Management 

  • Support the creation of quality work plans and related documentation for SIF projects.
  • Responsible for the development and implementation of projects related to Education, Child Protection, Food Security and Livelihoods (FSL), and WASH activities. 
  • Assist in conducting assessments, surveys and compiling comprehensive reports.
  • Undertake the implementation of projects across various locations in Yemen.
  • Participate in planning and executing evaluations and contribute to the compilation of evaluation reports.
  • Report regularly to the Programs Coordinator on project management issues and preparing project progress reports.
  • Organize and participate in review meetings under the supervision of the Program Coordinator.
  • Support the development and updating of Project Management Plans (PMPs).
  • Maintain routine correspondence and proper filing of important documents.
  • Liaise with field teams to ensure efficient and effective project implementation.
  • Collaborate with the program team and MEAL department to prepare periodic and end-of-project narrative reports.
  • Assist in reviewing and adjusting interventions based on the evolving needs of beneficiary groups.
  • Actively participate in project events, including meetings, workshops, and trainings.
  • Facilitate communication with communities and stakeholders during baseline evaluations.
  • Implement project operating procedures alongside project team members.
  • Ensure compliance with SIF’s human resource, program, and administrative policies and procedures.
  • Prepare distribution schedules and other necessary documentation to ensure efficient distribution of commodities within the operational areas.
  • Plan and supervise effective distribution of commodities to selected and verified beneficiaries.
  • Ensure timely and effective monitoring, evaluation, and reporting of projects.

Resource Mobilization and Partnership Development 

  • Assist in the development of project concept notes and proposals from evidence gathered through assessments and research. 
  • Support the partnerships and resource mobilization efforts in preparing donor mapping tools, and managing documentation for resource mobilization and partnership development.
  • Attend meetings with NGOs, clusters and other actors working in the sector as required.
  • Facilitate meetings with partner organizations and ensure their involvement in project activities.
  • Ensure compliance with donor guidelines and sector priorities. 
  • Facilitate engagement with other national and international sector partners. 

Administrative, Financial, and Logistic Management :

  • Collaborate with HR, administrative, and logistics teams to ensure optimal project delivery.
  • Develop project management tools such as distribution lists and partnership agreements.
  • Monitor and ensure compliance with SIF’s administrative and financial policies to prevent overruns and misappropriation.
  • Assist with logistics, including prospecting, purchasing, transportation, and documentation.
  • Enforce SIF’s internal procedures and regulations.

Communication and Representation:

  • Ensure effective communication between the coordination, support, and project teams. 
  • In collaboration with the Program Coordinator, develop relationships with local organizations that align with the projects and organization’s objectives.
  • Work with the Communications team to develop appropriate messages and communication materials for internal and external audiences. 

Other Responsibilities:

  • Perform other duties as assigned by the supervisor and/or management.

Qualifications and Requirements

  • University degree in Development Studies, Community Development, or any other related social science.
  • At least 3 years of experience in program management or a related field.
  • 3 years of relevant experience with an international NGO in programs management.
  • Strong interpersonal skills and strong cross-cultural relations are required.
  • Proven ability to lead and work in a team.
  • Excellent written and oral communication skills. Excellent command of English (speaking and writing) is mandatory. Proficiency in Arabic is highly desirable.
  • Strong organizational and work planning skills, with the ability to work in a high-volume work environment.
  • Able to establish and maintain effective working relations with people of different cultural backgrounds.
  • Confident and proficient in the use of MS Office, especially Excel and Word, as well as electronic communication.

SIF implements a Child Safeguarding Policy (CSP) and implement all necessary measures to ensure that only those who are suitable to work with vulnerable people, in particular with children join the organization.
