Organizational Context and Scope:
Under the overall supervision of the Chief of Mission (CoM) and the RMO in Yemen, and direct supervision of the Finance Officer and, in collaboration with relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible and accountable for managing the resources management functions in Sana’a Office.
Responsibilities:
1. Provide procedural guidance to managers and staff on budget and reporting related matters and train other finance support staff to ensure full compliance with IOM financial rules and regulations.
2. Assists in drafting forecasts, interim and final financial reports to donors and support the preparation of supporting documents in coordination with Resources Management, Project Support unit, Project Managers and IOM’s Regional Office.
3. Contribute to the establishment of a project-level budget monitoring and reporting system, monitor budget expenditures, and maintain a proper record of approved project budgets and their revisions. Check accuracy of supporting documents.
4. Support and provide assistance responding to audit queries and follow up on audit recommendations.
5. Undertake quality control checks on monthly accounts, ensure that all open items including bank reconciliations are cleared in a timely manner and review other financial matters with banks and vendors.
6. Review project expenses and monitor compliance with donor reporting requirements as well as verify all commitments of the project are actively monitored.
7. Assist in payment processing, ensuring the control and supporting documentation and certification required for payments and financial reports are in line with IOM established rules and regulations as well as donor compliance.
8. Monitor and provide eligibility costs guidance to relevant Finance and Admin Assistants working under the project with recommendations and follow-up for changes in internal control system.
9. Maintain and prepare monthly financial project monitoring and reporting system to ensure timely provision of information to Project managers and relevant units in close coordination with Head of Resources Management.
10. Review payroll charges to project to ensure that salaries are correctly allocated to projects consistent with IOM's projectization criteria and donor reporting requirements.
11. Support the Finance Officer whenever required to liaise with relevant units at Head Quarters and Regional Office with regards to the budgetary and financial activities of the mission.
12. Assist in monitoring compliance with financial policies, procedures, rules and regulations.
13. Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- High School diploma with six years of relevant experience; or,
- Bachelor’s degree in business administration, Accounting, Finances, or related field with four years of relevant professional experience.
Accredited Universities are those listed in the World Higher Education Database (WHED) Portal.
Experience
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
- Attention to detail, ability to organize paperwork in a methodical way;
- Discreet, details and clients-oriented, patient and willingness to learn new things; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
SKILLS
- Previous experience with UN and International Agencies, or NGO’s an advantage.
- Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues.
- Mature individual, able to work independently, under pressure, able to maintain accuracy, paying attention to details, meeting deadlines, and working with minimal supervision.

LANGUAGES
- For all applicants, fluency in English and Arabic is required (oral and written).
