In Yemen, JSI has been managing public health programs since 1988, focusing on improving child health and routine immunization, strengthening the supply chain, and improving reproductive, maternal, and newborn health.

Project Overview

The Strengthening Healthcare Access project is a five-year USAID-funded initiative aimed at enhancing access to and equitable utilization of evidence-based maternal, newborn, and child health; nutrition; family planning; and reproductive health (MNCHN/FP/RH) services in Yemen. Led by JSI, the project collaborates with partners to employ a community-led strategy encompassing demand generation, supply-side reinforcement, and enabling environment support. Through engagement with midwives, community reproductive health volunteers, and community structures, the project will create awareness, facilitate access, and enhance care quality. 

Position Description:

The WASH Officer is responsible for overseeing the rehabilitation of WASH facilities and infrastructure of the health facilities to ensure high-quality, sustainable, and safe outcomes. This involves planning and designing minor rehabilitation activities, monitoring implementation, ensuring adherence to technical standards, promoting community participation, and evaluating project effectiveness. The officer must prioritize sustainability, safety, and accessibility in the rehabilitation process, while considering the specific needs and context of the targeted health facilities.

Duties & Responsibilities:

  • Collaborate with the program department to assess WASH facilities for rehabilitation needs.
  • Develop detailed BOQs and drawings based on program requirements and SPHERE standards.
  • Assist in the development of tender documents and provide technical support to bid committees.
  • Supervise construction/rehabilitation processes, ensuring adherence to timelines and BOQs.
  • Ensure variations are approved and materials meet quality standards.
  • Certify the achievement of contractual milestones and provide timely reports to facilitate payment to contractors.
  • Develop and implement safety standard checklist, ensuring strict adherence to USAID EMMP requirements.
  • Secure necessary government approvals at critical stages, particularly at the commencement and completion of works.
  • Ensure contractors strictly adhere to all applicable statutory laws and JSI safety and security protocols on construction/rehabilitation sites.
  • Foster collaboration with local governmental and non-governmental actors involved in WASH activities. 
  • Support long term, sustainable planning and response regarding WASH needs and health facilities infrastructure.
  • Flexibility to travel to other targeted governorates and conduct assessments, supervise the related interventions and support the field team. 
  • Any additional responsibilities assigned by the supervisor.

Qualifications:

  • Bachelor's degree in civil engineering, environmental engineering, or a related field.
  • Minimum of 5 years of experience in WASH project implementation, preferably in field settings.
  • Strong technical knowledge of water supply, sanitation, and hygiene systems.
  • Strong technical knowledge of health facilities structure.
  • Experience in data collection, analysis, and reporting.
  • Excellent interpersonal and communication skills.
  • Ability to work independently and as part of a team.
  • Excellent oral and written communication and presentation skills in Arabic and English required;
  • Expert computer skills in Microsoft Office including Word, Excel, PowerPoint and Outlook;
  • Familiarity working with the Google Suite of projects (Gmail, Drive, Sheets, etc.) preferred;
  • Willingness and ability to travel to project sites in Yemen such: Ta'izz, Hadhramout, Lahj).
