TITLE : PROTECTION TECHNICAL OFFICER NORTH -(RE-ADVERTISED)

GLOBAL OBJECTIVE OF THE POSITION

Under the responsibility of the Technical Specialist, the Protection Technical Officer contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his or her country-Yemen. 
He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimized. 
He/she works closely with the programme's technical and operations team, included the Protection and Inclusion Project Supervisors and field teams.

JOB DESCRIPTION

Line manager: Technical Specialist

Mission 1 : Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter

  • Provide appropriate technical guidance and support to relevant project supervisor and/or project managers under the guidance of technical specialist.
  • Ensure that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
  • Support in the adaptation of project documentation or creating new technical document, as required in accordance with global technical norms and standards
  • Support and/or contribute to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
  • If relevant, ensure coordination and collaboration with the technical partners of the project as delegated by the specialist or the THOP.
  • Provides technical supervision to the field technical team.

Mission 2: Provides technical learning from projects.

  • Provide the technical expertise for his/her department.
  • Make sure field technical specialist gets the information he/she requires and collaborates with Technical Division when necessary 
  • Contribute to technical learning under the responsibility of the specialist, based on good practice
  • Responsible of technical learning from projects by drawing on lessons learned and good practices 
  • Adjust his/her activities to audit recommendations, if applicable
  • Is in charge of the technical quality and relevance of project activities implemented by following the relevant SOPs/guidelines
  • Contributes/supports in development of the terms of reference for MHPSS and Protection service delivery in different settings
  • Follows up the Implementation of recommendations for improving the technical quality of projects
  • Ensure the technical quality and reports the relevance of project activities implemented within his/her scope of expertise 

Mission 3 : Contributes to the animation of its sector

  • Contributes to the recruitment of the positions in his/her field of expertise.
  • Contribute to or support the project supervisor in the necessary technical trainings in his or her field.
  • Ensure that data process is in compliance with the rules and principle set by the IM/MEAL and by technical guidance of the MHPSS/Protection/Social sector.

Mission 4 : Contributes to ensuring HI's technical influence within its perimeter

  • When needed, he/she can represent HI's technical expertise in relevant local networks and with local partners.
  • If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the THOP.
  • Contribute to HI’s external influence by participating in relevant networks
  • Relay and contributes to advocacy messages under her/his scope
  • Draft new project contents for the continuity or expansion of the project under his/ her technical scope 
  • Support in the drafting of new proposals for new opportunities under his / her technical scope
  • Support in drafting/reviewing donor reporting

Mission 5 : Emergency Preparedness and Response Responsibilities

  • Contributes to the support or to the implementation of the program(s) emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

Qualification(s)

Masters in Psychology

Clinical psychology degree/diploma

Experience

At least 2 years’ experience in the field of MHPSS, Social and Protection in humanitarian context

Experience in Protection component

Skills

 

  • English, local language mandatory (oral and written)
  • Strong communication skills
  • Strong capacity to represent HI in internal and external forums
  • Ability to translate documents in local language/review translation accurately
  • Proven experience in conducting trainings
  • Experience in drafting clear and concise reports
  • Capacity to coach / technically supervise field technical teams
  • Ability to work under high pressure
  • Reactivity and flexibility in all circumstances
  • Ability to organize his/her work, and manage priorities
  • Computer literacy (word, excel etc.)
  • Good knowledge of MHPSS, Social and Protection guidelines, and protection policy in humanitarian action
  • Good writing skills

As the position is involved in sensitive topics, he/ she must observe absolute discretion within and outside the organization.  
A non-respect of this clause might have immediate dismissal as a result. 
Any breach of the above-mentioned responsibilities, of the Conditions of Engagement may be sanctioned by a written warning or immediate dismissal if appropriate.

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • Based in Sana’a, with frequent movements to Hajjah and Hodaidah, and in the field.
  • 30 days leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
