GENERAL JOB DESCRIPTION
MAIN PURPOSE: He/ She will be responsible in overseeing the implementation of the project related health and nutrition activities and ensuring that the quality standards are met. He/She will also ensure effective implementation, monitoring, reporting and evaluation of health and nutrition activities and He/She has at least 3 years of humanitarian experience. The H&N officer will conduct regular field visits to the health facilities and medical mobile teams to provide supportive supervision.
DUTIES & RESPONSIBILITIES
- Overall management of the project: including planning, needs re-assessment, and mobilization, financial planning and tracking, supervision of project staff, technical guidance, reporting, through the teams under his/her direct supervision and in coordination with support departments, H&N Manager and with assistance of Area Manager and Technical Advisors (if relevant).
- Manage and report on the project in order to meet the project objectives in line with the proposal, log frame and budget and within the allotted time frame.
- Coordination with the stockholders and local authorities to implement the project activities in the related district and governorates.
- Maintain close contact and coordination with Governorate Health office (GHO) and District Health Office (DHO).
- Ensure staff are trained to the appropriate health & nutrition national standards.
- Ensure that all project activities are being implemented in line with BFD internal policies, at the same time respecting donor and cluster regulations as well as international humanitarian sector standards.
- Provide direction on field team to achieve agreed activities and project objectives.
- Identify when technical support is required (sectoral, logistics, finance, reporting, M&E, etc.)
- Ensure that all project activities and trainings are both in line with ministry and local government requirements
- Regularly supervision to the targeted HFs and given the staff on job training.
- Work closely with the field teams to determine the operational needs of the health and protection interventions.
- Assist the project manager in planning and follow up on procurement of supplies and stationery for the project activities.
- Prepare technical and procurement plans to ensure timely and quality implementation of the activities.
- Monitor activities, overseeing the technical design, execution and evaluating progress, in addition to, monthly update of the work plan.
- Liaise with the donor and clusters, and other relevant stakeholders, on technical aspects of project implementation, in consultation with the Project Manager and Technical Advisor.
- Provide technical advice to the Project team, build the capacity of staff in project implementation
- Contribute to monitoring, evaluating and documenting progress of program implementation against indicators are being followed as overall program management progress monitoring and of each project separately against project proposals and logical frameworks.
- Inform H&N Manager on activity progress and make recommendations for course correction if necessary.
- Follow up with pharmacists to closely monitor the drug disposal process, drug prescriptions and drug inventory.
- Provide overall direction focusing on program team to achieve agreed targets and long-term strategic objectives.
- Provide quality control of project interventions in cooperation with MEAL Department
- Ensure that health staff in facilities understand and implement the treatment guidelines and protocols recommended by MoPHP.
- Facilitates admission procedures for the patients that are referred from the destination Hospital in case of facing any problem, and do the regular follow up of the cases while admitted in the referral hospital and ensure that they are receiving good quality care in accordance with BFD’s Referral SOP and pathways.
- Coordinate, review and support the process of handing over with the related entities.
- Ensure that BFD policies and procedures are adhered to adequately
- Perform any other duties assigned by the supervisor.
Required Qualifications and Skills:
- Bachelor’s degree in related field or its equivalent (Medical, paramedical or Public Health).
- Minimum of 3years professional experience in Health and Nutrition sector; experience with NGOs is required.
- Minimum of 2years professional experience in management and implementing emergency response programs in a conflict setting.
- Knowledge of effective financial and budgetary controls; proven ability to manage budgets
- Leadership qualities, motivational skills, mentoring ability; proven experience overseeing and developing a team
- Excellent interpersonal, communication and presentation skills
- Fluency in written and spoken English required.
- Excellent time management skills and resourcefulness with strong attention to detail.
- Previous experience of supervising staff
- Have received trainings in Health, Nutrition and protection
- Excellent writer – ability to develop high quality reports and accurately analyze M&E data
- Excellent interpersonal and negotiation skills
- Ability to exercise sound judgment and make decisions quickly and independently
- Extremely flexible, and have the ability to cope with stressful situations.
- Excellent computer literacy, including Microsoft Office, Microsoft Teams and ERP system.
