JOB SUMMARY  

This role supports the Nutrition Coordinator to lead and provide technical support for planning and smooth operation of Nutrition activities in International Medical Corps (IMC) country mission. This includes involvement in developing and implementation of the country’s Nutrition strategy. This role supports all aspects of the Nutrition program including liaising with the Ministry of Health, international and national agencies as directed. In addition, the Deputy Nutrition Coordinator will support with the overall building of capacity of local staff and stakeholders in Nutrition programming.

MAIN TASKS AND RESPONSIBILITIES

  • As directed organize and support all aspects of the Nutrition program including liaising with the Ministry of Health, the Nutrition cluster, other international and national agencies, and donors.
  • Responsible for ensuring that the Nutrition programs in the country program are implemented in line with the Ministry's guidelines and international humanitarian standards and donor guidelines.
  • Provide technical backstopping in the supervisor's absence and conduct Nutrition training, reviewing program reports, surveys and monitoring and evaluation reports. 
  • Provide input into proposal development and country level strategies as required.
  • Supervise the technical work of the Nutrition teams at the health facilities and communities while adhering to all global and national nutrition protocols and guidelines.
  • Collaborate with Monitoring and Evaluation team to ensure smooth implementation of Nutrition program activities.
  • Ensure that implementation of the CMAM and IYCF activities conform to internationally accepted standards and country guidelines.
  • As directed, follow-up on Nutrition programs implementation to review progress towards objectives through organizing regular review meetings, update and experience sharing meeting among staff.
  • In collaboration with the team, identify existing project implementation gaps and new opportunities for Nutrition and Nutrition-related projects and support with concept note or proposal development while liaising with interested partners and stakeholders to ensure that proposed activities and programs align with best practice in the Nutrition sector.
  • Support the development of a referral mechanism and communication strategies and train Nutrition staff (IMC, MOH (Ministry of health), CHVs) in case detection and referrals between health facilities adapted to the local context.
  • Participate in the implementation of the nutrition surveillance activities i.e., surveys and other nutrition assessments
  • Ensure proper functioning of reporting systems data flow mechanisms for regular assessment, monitoring and evaluation of the program against its objectives and expected results. And conduct critical monitoring of all aspects of Nutrition activities and identify areas of concern. Submit workable solutions for identified challenges
  • As required work closely with SBCC team to ensure IEC (Information, Education, and Communication) materials and key messages in Nutrition for the targeted beneficiaries, through pamphlets, posters, etc. are in place
  • Assess training needs of Nutrition staff and in collaboration with the Nutrition Coordinator develop a training plan for staff to address any gaps
  • Assist in organizing and leading Nutrition technical trainings with the field team and individual staff members, on both regular and ad hoc basis and co-facilitate Nutrition training for Nutrition project staff and MOH counterparts implementing Nutrition programs, focusing on all aspects of community-based management of acute malnutrition (CMAM) and IYCF with the support of the Health and Nutrition Supervisors
  • Ensure all IMC and global nutrition standards and protocols are up-to-date and well understood by all the Nutrition staff, that they are trained and mentored in these standards, as well as held accountable to them.
  • Facilitate the development/adaptation of nutrition education training manuals and facilitator's guide based on existing national nutrition protocols and curricula including training follow-up
  • Liaise with nutrition experts, provincial Nutritionists, and others to ensure that specialized support is available at the field/district/activity level to increase coverage and overall efficacy of the program
  • Conduct regular supporting and supervising field visits to ensure the field teams' capacity is built through OJT, mentorship, and CMEs at the health facilities. Together with the field teams develop action plans to improve quality service delivery
  • Actively participate and represent International Medical Corps in Nutrition sector coordination forums, discussions and activities and display technical and organizational leadership in sectoral activities.
  • Support coordinate International Medical Corps Nutrition activities across a wide range of actors including donors, host governments, UN, and NGO (Non-Governmental Organization) partners to ensure consistency of programming
  • Support in managing staff recruitment and training, conduct performance monitoring in collaboration with HR and Nutrition Managers, ensure that standards and protocols are adhered to
  • Ensure equitable allocation of human, material, and financial resource
  • Coordinate closely with logistics to ensure there is no break in Nutrition program supplies.
  • Support in tracking program activities expenditure 
  • Providing inputs to the procurement plan and budget and follow-up on all other procurements needed for the projects

Job Requirements

MINIMUM QUALIFICATIONS

  • Typically, a bachelor's degree in nutrition or related field. An equivalent combination of relevant education and experience may be substituted as appropriate.
  • 5+ years of relative and progressive experience in Nutrition, including minimum 2 years in emergency response setting or 2+ years of experience in development humanitarian field.
  • Proven experience in managing emergency Nutrition programs including CMAM, IYCF, SBC (Social Behavioral Change) in multiple locations
  • Experience in facilitation of trainings and workshops
  • Experience in budget management, logistics and Human Resources management
  • Experience in writing / developing project proposals and project reports
  • Ability to provide technical support for IMC staff and government staff on proper implementation of CMAM, IYCF, SBC and other Nutrition activities.
  • Knowledge in designing and implementing appropriate and effective holistic Nutrition programs including ensuring that the Nutrition program is integrated with food security, health, and WASH programming where appropriate.
  • Ability to read, analyze and interpret data and familiarity with nutrition surveys (Coverage, SMART and KAP surveys).
  • Ability to work effectively with government, community leaders, international/national organizations, donors, partners, and other International Medical Corps relationships.
  • Effective communication skills, able to effectively present information clearly and respond appropriately to questions from senior managers and headquarters staff, counterparts, senior government leaders and donors
  • Strong supervisory and organizational skills
  • Demonstrated experience and skills in ensuring community participation and gender issues in humanitarian programming
  • Advanced proficiency in the use of MS Office, and other computer applications
  • Ability to cope with stress; hardship; patience and flexibility and willingness to work additional hours to meet tight deadlines;
  • Ability and willingness to travel to field sites and Nutrition facilities

Additional Technical or Language Requirements

Under the supervision of IMC Nutrition Coordinator and the sub-national Nutrition Cluster Coordination team, the Deputy Coordinator will be responsible for supporting sub-national nutrition cluster coordination mechanisms at Aden hub to ensure integrated nutrition services in emergency response and real time monitoring information to make informed and evidence-based strategic decisions. In addition to supporting the implementation of, monitor and evaluate performance of the nutrition cluster against the six core cluster functions and accountability to affected populations by placing affected population at the center of decision-making and action.
