Terms of Reference: Liaison and Security Assistant

Location: Taiz (Yemen)

Duration: 11 months


Job Summary:

The Liaison Officer serves as the primary point of contact for interactions with Yemen's government authorities, facilitating effective communication and coordination for program operations. This role involves attending meetings with various government entities, facilitating staff movements and permits, and managing all communications related to program inquiries and authorizations.
Key responsibilities include documenting and archiving communications, analyzing best practices for engaging with local authorities, and ensuring a robust filing system for administrative documents. The Liaison Officer will maintain strong internal and external communications, provide security briefings, and stay available for emergency situations.
The ideal candidate will demonstrate strong organizational, communication, and analytical skills, ensuring seamless collaboration between the organization and government entities.

Responsibilities:

  • Serve as the primary focal point for all Yemen government liaison interactions.
  • Attend regular meetings with the Executive unit, National Authority for Management and Coordination of Humanitarian Affairs & Disaster Response, MOPIC, MOI, Governors, and other authorities as requested by area coordination.
  • Facilitate entry/exit of staff 
  • Facilitate obtaining team’s movements and permits for program operation and activities implementation in the targeted areas with the relevant stakeholders and government authorities.
  • Draft, submit, follow up and record physical and electronic archives of all communications with government authorities, including but not limited to program inquiries (agreements and MoUs signing) and authorization requests, mission requests, meetings and workshops, reporting, permits (work, field visit work plans).
  • Coordinate with other INGOs to analyze and document best practices for engaging with the local authorities and obtaining programs/projects approvals.
  • Assist in the processing of administrative issues and ensure a good filing system for all files and documents both hard and soft copies;
  • Attend internal meetings and share minutes and output of meetings & and requirements on time;
  • Maintain strong communication with departments in terms of implementation of systems, procedures, and programs;
  • Liaise and communicate with other Acted bases as needed.
  • Communication is the main pillar of security; ensure to maintain a solid and continuous communication with staff, security organization and other stakeholders at Area level.
  • Ensure to remain reachable 24h/7 and always ready to take full charge of any security-related emergency;
  • Ensure staff are always updated on security situation in the area – by e-mail, SMS or other existed communication system. Value any information, even based on rumors and pass to direct supervisor;
  • Follow up of SIR (Security Incident Report) with area coordinator;
  • Provide new staff with regular security briefings and updates, ensuring that all staff follows security procedures;

Qualifications, Experience and Skills:

  • Education: Bachelor’s degree or Diploma in a relevant field (e.g., International Relations, Public Administration, or similar).
  • Experience: Previous experience in liaison roles or working with government authorities is an advantage.
  • Skills: Strong communication, organizational, and problem-solving abilities. Proficiency in English and Arabic is preferred.
