JOB TITLE: Health & Nutrition Manager (70%)
LOCATION: Tuban and Al Milah districts, Lahj governorate
REPORTING TO: Health & Nutrition Project Manager

OVERALL PURPOSE: The role as Health & Nutrition Manager facilitates and assists Medair in the implementation of essential health and nutrition assistance to vulnerable and conflict affected communities in Yemen. 

PROJECT OVERVIEW: To improve access to and quality of essential health and nutrition services to displaced population and acutely vulnerable communities in Yemen, with focus Lahj governorate.
    
FUNCTIONAL LINKS 

  • INTERNAL: Health & Nutrition Project Manager (HNPM), Security Focal Point, Health & Nutrition Officer, Reproductive Officer, Community Health Officer, other members of the health and nutrition team, and project support team, comprising finance, logistics and HR
  • EXTERNAL: MOPHP, MOPIC, key community leaders and authorities (DHO and GHO), communities and beneficiaries, Health facility staff, UN agencies, other humanitarian actors, Health and Nutrition Cluster

Responsibilities:

GENERAL TASKS      

  • Uphold the humanitarian principles of humanity, neutrality, impartiality, and independence
  • Respect the Medair values at all times, both within and outside of working hours 
  • Know, understand, and comply with Medair internal policies and procedures
  • Follow the Medair Security Plan and other related policies and SOPs
  • Adhere to Medair Nationally Recruited Staff (NRS) handbook and regulations
  • Be prepared to work in Aden and other Governorates of Yemen

SPECIFIC TASKS    

Technical

  • Be responsible for the implementation, management and supervision of Medair health and nutrition project in Lahj Governorate, in line with Medair health and nutrition strategy and project plan and according to humanitarian, national and international standards.
  • Conduct monthly field trips to health and nutrition facility locations to ensure all activities are carried out as per national guidelines and meeting Medair standards.
  • Oversee the process of data collection, collation, analysis and dissemination to meet the requirements and deadlines set by Medair and/or external partners.
  • Ensure accurate and timely reporting of activities for internal and external reports (e.g. weekly, monthly, quarterly and final reports) as requested by field managers, GSO and donors. 
  • Ensure that regular monitoring and evaluation assessments are conducted both against project objectives and to ensure the quality of the programme, with reports being made, feedback provided and action identified.
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project. 

Staff Management

  • Facilitate regular team meetings with the assigned health and nutrition team, reviewing team and individual objectives, ensuring team members are kept informed of issues relevant to their work. 
  • Manage and oversee the assigned health and nutrition team including recruitment, day-to-day management, development and training, appraisals, etc. 
  • Ensure the assigned health and nutrition team members receive relevant and appropriate training, coaching and supervision in order to develop their personal and professional skills, knowledge and understanding. This may be through on-the-job training and/or taught sessions and/or online training.
  • Promote the health, wellbeing and security of the health and nutrition team by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices.

Financial Management

  • Ensure that any activities requiring the handling of Medair money are carried out in line with Medair procedures and all paperwork is completed accurately and in a timely manner.  
  • Work with the relevant field managers to plan and manage health and nutrition budgets.

Communication and Coordination

  • Represent Medair at relevant local level coordination meetings involving local authorities, UN agencies and other NGOs. 
  • Coordinate and liaise with members of the Medair management team and health and nutrition team to ensure all objectives of the health and nutrition program are met. 
  • In coordination with any relevant M&E staff, follow up community concerns and issues raised through feedback or complaint mechanisms.
  • Develop and maintain appropriate communication structures with the assigned health and nutrition team, Health and Nutrition Project Manager and Health and Nutrition Advisor, and other relevant stakeholders.
  • Report any security incidents or concerns to the Security Focal Point in Aden.

Quality management

  • Promote and use the Medair intranet, technical reference library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
  • Implement relevant policies and standards relating to health service delivery including Sphere and CHS standards, Ministry of Public Health and Population and donor guidelines and other good practice.
  • Participate as requested in Medair internal workshops and distance learning sessions to keep up with changing trends, new guidelines and best practices.
  • Oversee exit interviews and other feedback or assessment mechanisms, and incorporate findings and recommendations into work.

Logistics

  • Manage the correct and timely ordering (within budgetary constraints) of all necessary medicines, supplies and equipment for the assigned health facilities and activities, ensuring minimum stocks are maintained and items are stored and distributed correctly.

VOCATIONAL QUALIFICATION

Clinical degree in medicine preferably, medical professional experience

Doctor degree in community health /master in public health desirable

WORK EXPERIENCE

5 years post-qualification medical professional experience in primary health care and/or reproductive health and/or nutrition programming

Report writing experience

Working knowledge of locally significant outbreak prone diseases

Experience in conducting training for health and nutrition personnel followed by supervision

2 year Management experience in a health/nutrition context for an international NGO

Experience in CMAM program implementation

 

Training in communication skills and management

 

LANGUAGES

Good English (spoken and written)

 

IT

Good knowledge of Microsoft Office applications, in particular Excel, Word and Outlook

Knowledge of ODK

TECHNICAL EXPERTISE

 

Strong clinical background

Thorough knowledge of common acute and chronic disease processes, communicable diseases, and their diagnosis, management and treatment

Thorough knowledge of antenatal, neo natal and postnatal primary care

Understanding of effective implementation of IMCI for children under 5

Thorough knowledge and experience in CMAM programming

Past experience of supporting health facilities in an NGO setting

Knowledge of humanitarian principles, Sphere and HAP Standards and other international humanitarian guidelines and protocols

Report writing skills

WORK CONDITIONS:

Position will be based in in Aden Governorate, Yemen, with field trips outside the city/town. The candidate will need to be flexible on time depending on the project needs. Accommodation and travel allowance are not provided 
Regular working hours will be 08:00 to 16:30 with 30 minutes for lunch, but may require flexibility as the work dictates.

SALARY: According to Medair standard salary scale

  • DURATION OF COMMITMENT: End of December 2024 with possible of extension based on fund.
