TEAM PURPOSE:

To ensure effective, efficient, and quality implementation of humanitarian and Development programmes for conflict affected population in Sa’ada governorates, Yemen including contributing to the humanitarian and development programme design and management. Supports Oxfam’s impact locally, regionally, continentally, and globally through ensuring humanitarian program alignment to the key strategic objectives and program standards Ensures that the humanitarian programmes make the proper shift, with the quality needed to ensure a proper achievement of the Oxfam Yemen Country Strategy. Leads the strategic guidance, oversight, and technical advice to the field teams in Sa’ada governorate/s inclusive ensuring regular assessment, programme design, planning, implementation, reviewing progress and spending, compliance of policies and procedures, supports resources mobilization efforts and management, collaboration and partnership, people management, reporting, and representation. Ensuring the transition of the programme at field level to local partner led implementation modality is a key part of this role.

The team comprises of WASH, EFSVL, Gender, Protection and support functions team in the field who are engaged in program implementation to ensure that promotion of women’s rights are at the heart of all Oxfam work in Sa’ada Governorates.

JOB PURPOSE:

The Programme Manager oversees Oxfam’s management of financial and administration functions, the coordination of work between teams & partners, and coherence among programming in the geographical area.  Major responsibilities include  partnership development and management, response scale up, strategy development, performance management, capacity development, communication and information sharing both internally and externally; representation and liaising with local authorities, partners, and donors; the development of new and innovative program initiatives, promotion of local humanitarian leadership through development and implementation of transitional plan to transfer programme implementation responsibility to potential partners; and emergency planning and preparedness. The Programme Manager also supports the cultivation of potential donors, partners, capacity building of selected local partners and business opportunities (fundraising). The Programme Manager represents Oxfam at field level coordination forums and with local stakeholders including government (and de-facto) authorities and civil society representatives.

The Role:

The Program Manager will lead the design, implementation, management, and coordination of the humanitarian response and resilience programme in assigned Programme areas. This includes representation, coordination, programme management and advocacy as well as establishing programmes and office base for long term presence of Oxfam in the assigned Programme areas.

An ideal candidate for the role will also be / have:

Essential

    • Masters in humanitarian/ development studies, or business administration, management, or the social sciences.
    • 7 years’ experience in emergency and development work, and an understanding of relevant issues with at least 4 years of international experience.
    • Proven experience in people management skills.
    • A proven record of effective and complex management in a humanitarian response, including managing budgets, staff, and programme funding. This includes excellent people management skills, with a good understanding of team development and proven financial management skills.
    • Strong track record in managing programme implemented through local partners
    • Proven ability to work creatively, innovatively, and effectively with limited direct supervision.
    • Proven experience as a team worker and demonstrably cooperative with members of other teams.
    • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
    • Commitment to humanitarian principles and action.

    Thinking and understanding:

    • Good understanding of community emergency issues, with experience of or ability to work directly with local NGOs/partners or communities in the following sectors: livelihoods; water and sanitation; health / disability / gender and of how this may link to Oxfam’s objectives within the programme and in the region, as well as in the use of impact assessment to inform programme development choices.
    • Proven analytical skills and ability to think strategically for programme design and to implement the approach.
    • Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam GB’s work.
    • Sympathy with the aims and objectives of Oxfam.

    Working effectively with others:

    • High-level interpersonal and communications skills.
    • Fluency in spoken and written English.
    • Ability to influence and liaise effectively with key stakeholders.

Desirable

  • Knowledge of Yemen context in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region – desirable. Arabic language skills will be a plus.

  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
