Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

Job Title:  WASH Team Leader
Location:  Hodeida/ Hajja
Contract duration: 6 months 
Basic monthly salary (taxable): 1041$ to 1243 $ based on experience salary calculation (excluding other benefits offered by the organization)
Direct Line Manager: Field Coordinator

Goal    

Define the content, work with NWRA for water resources management, and supervise the construction /rehabilitation of water and sanitation facilities.

Objective 1, Working with the National Water Resources Authority (NWRA) to Operationalize the Groundwater Monitoring Strategy:

Main Tasks:

  • Participate in the development of a data monitoring and surveillance system to support an early warning system for water resources management, in alignment with the national water resources plan.
  • Identify relevant data sources, both primary & secondary that can provide accurate & comprehensive hydrological data
  • Evaluate the methodologies & techniques used in conducting these assessments to ensure their reliability & accuracy.
  • Analyze & interpret hydrological data to identify trends & patterns, including seasonal variations & extreme weather events & to provide recommendations for hydrological studies.

Objective 2, Collect information about the water sources, health facilities and sanitation facilities and the lists of beneficiaries up to date.

Main Tasks:

  • Actively participate in the feasibility study of WASH needs, as well as the pre- and post-implementation technical assessments.
  • Conduct regular water quality testing for ACF water points in health facilities and the community.
  • Coordinate with the line manager to carry out WASH assessments.
  • Participate in the formation and training of water committees.
  • Input and update the beneficiary data for the water points, sanitation facilities, and other relevant components.

Objective 3: Construction/Rehabilitation of WaSH Facility Supervision.

Main Tasks:

  • Supervise the construction/rehabilitation of water points, institutional and household latrines and others.
  • Properly manage the casual labours at field.
  • Carry out technical quality control of constructed facilities and and efficient material usage.
  • Manage the advancement of the work within agreed timeframes
  • Ensure work is completed as agreed within the contract.
  • Prepare the Detailed Engineering Design, including all drawings, specifications and supporting calculations and documentation for the Project submitted by the Contractor.
  • Coordinates, organizes, and directs the activities of project participants.
  • Prepares supplies and equipment inventories; purchases materials as needed,
  • Prepare the regular activities progress update reports on the construction and rehabilitation works in the field using monitoring formats on regular bases.

Objective 4: Represent the Organization when dealing with partners:

Main Tasks:

  • Meet local stakeholders, keep them informed about the programme,
  • Act as a link between the organization and the beneficiaries 
  • Liaise with the authorities, committees and other beneficiaries ;
  • Maintain good relations between the team and the target population. 
  • Perform any other duties assigned by the WASH Program Management to advance ACF's work.

POSITION REQUIREMENTS

QUALIFICATIONS

  • Bachelor's degree (BSc) in hydrogeology or civil engineering 

SKILLS & EXPERIENCE

  • At least two years relevant professional experience in the WASH field preferably with international organization.
  • Knowledge of humanitarian principles, Sphere Standards and other international humanitarian WASH guidelines Min.
  • Capability to appraise water supply and sanitation facilities determining current status, needs/gaps, improvements needed,
  • Professional skill in needs identification, costs estimation  and BoQs preparation,
  • Skills in excel analysis and data base management,
  • Proven skills in building relationships with stakeholders at the community level,

ESSENTIAL

  • Good Knowledge in water resources management 
  • Good report writing and interpersonal skills
  • Experience in WASH in Nut interventions.
  • Good Knowledge of the project area.

PREFERRED

  • Ability to perform statistical analysis of hydrological data
  • Coordination skills
