JOB TITLE:  Project Assistant - FSL
LOCATION:  Marib, Yemen
CONTRACT DURATION:    8 months fixed term.
START DATE: September 2024 
SALARY GRADE: According to SIF’S National Staff Salary Scale

Purpose of the Position

The core role of the Programs Assistant is to provide support to the office of the Program Manager to assist in ensuring Foos Security and Livelihoods (FSL) projects are planned, implemented, managed, and reported according to SIF and donor standards, procedures, timelines and in keeping with best practice. The position holder will support the Program Manager in development of project concept notes, proposals, projects management plans, procurement plans, budgets, financial projections and reporting. 
The position holder is also expected to provide essential support in project monitoring, evaluations, needs assessments and implementation undertaken in the field, and ensure cross-cutting issues are incorporated in the project cycle. 

Duties and Responsibilities

The Program Assistant shall be responsible for the following tasks: 

  • Assist in environmental scanning to identify apparent or emerging FSL needs, collection of evidence through needs assessments and secondary sources from relevant sources.
  • From evidence available, assist in identification of priority intervention areas which are responsive, effective, efficient, and within the organizational mandate.
  • Participate in project design, production of concept notes, proposals, budgets, and plans. 
  • Support the creation of quality work plans and related documentation for SIF projects.
  • Assist in conducting assessments and surveys, compiling comprehensive reports.
  • Undertake the implementation of projects across various locations in Yemen.
  • Participate in monitoring and contribute to the compilation of monitoring reports.
  • Report regularly to the Program Manager on project management issues and preparing project progress reports.
  • Organize and participate in review meetings under the supervision of the Program Manager.
  • Support the development and updating of Project Management Plans (PMPs).
  • Maintain routine correspondence and proper filing of important documents.
  • Liaise with field teams to ensure efficient and effective project implementation.
  • Collaborate with the program team and MEAL department to prepare periodic and end-of-project narrative reports.
  • Assist in reviewing and adjusting interventions based on the evolving needs of beneficiary groups.
  • Actively participate in project events, including meetings, workshops, and trainings.
  • Facilitate communication with communities and stakeholders during baseline evaluations.
  • Implement project operating procedures alongside project team members.
  • Prepare distribution schedules and other necessary documentation to ensure efficient distribution of commodities within the operational areas.
  • Plan and supervise effective distribution of commodities to selected and verified beneficiaries.

Other Responsibilities:

  • Perform other duties as assigned by the supervisor and/or management.

Qualifications and Requirements

  • University degree or Diploma in Development Studies, Community Development, or any other related social science.
  • Excellent theoretical understanding of Food Security and Livelihoods (FSL) Sector. 
  • Previous experience in FSL project planning, implementation, and reporting. 
  • At least 3 years of experience in project implementation or a related field.
  • 3 years of relevant experience with an international humanitarian NGO in programs implementation.
  • Interpersonal skills and strong cross-cultural relations are required.
  • Proven ability to work in a multi-cultural team.
  • Excellent written and oral communication skills. Excellent command of English and Arabic (speaking and writing). 
  • Strong organizational and work planning skills, with the ability to work in a high-volume work environment.
  • Able to establish and maintain effective working relations with people of different cultural backgrounds.
  • Confident and proficient in the use of MS Office, especially Excel and Word, as well as electronic communication.

SIF implements a Child Safeguarding Policy (CSP) and implement all necessary measures to ensure that only those who are suitable to work with vulnerable people, in particular with children join the organization. This position is subject to criminal records disclosure and reference checks.
