Job Summary 

The Health and Nutrition Officer will work to support Health and Nutrition programming in Taiz or other areas as required, under the supervision of the Health and Nutrition Project Manager. The Health and Nutrition Officer will be responsible for maintaining a high standard of care. He/she will oversee Samaritan’s Purse supported Health Centers providing quality care to all beneficiaries, respecting protocols and principles of good pharmaceutical and supply management practices. He/she will be responsible for collecting M&E data from the Health Centers and delivering it to the HIS. He/She will be based in Al-Mukha with expected 70% travel to the field. He/She will support the strategic and operational plans for health and nutrition programming in order to meet country office objectives. The Health and Nutrition Officer oversees project staff to ensure the effective implementation, monitoring and evaluation of project activities in compliance with internal Samaritan’s Purse (SP) and external donor and international standards. He/she will also assist with communication during meetings, as well as reporting any trends or discrepancies to the Health and Nutrition Project Manager. In addition, he/she will maintain a good working relationship with the local Ministry of Health, which includes referral systems.  At times the Health and Nutrition Officer may be called upon to fulfill duties not directly involved with this job description.

Health and Nutrition Officer Key Responsibilities

  • Under the direct guidance of the Health & Nutrition Project Manager ensure the effective management and development of health and nutrition program assessment, monitoring, review and evaluation of the program.
  • Produce high quality reports within agreed reporting schedules as required.
  • As requested, represent SP to government, health and Nutrition cluster and other international and national agencies ensuring health and nutrition response is coordinated with these bodies.
  • As needed, provide supervision for all health and nutrition activities (planning, implementation and management) in targeted districts, with overall technical guidance of health and nutrition team.
  • Conduct weekly meeting with health and nutrition team and report the minutes of weekly meeting in regular basis to Health & Nutrition Project Manager.    
  • Ensure the implementation of health and activities according to generally accepted humanitarian and international standards (e.g. Sphere guidelines, WHO guidelines) and ensuring that links are made across all sectors and that an integrated approach is adopted. 
  • Ensuring financial planning and budget monitoring in close coordination with the Health and Nutrition Project Manager.
  • Provide technical support for the health and nutrition team, promote learning based on health and nutrition program objectives and activities, and ensure documentation and sharing of learning with other sectors and programs.
  • Ensure that staff responsibilities are clearly defined and understood with performance objectives set against work plans and are regularly monitored.
  • Ensure effective involvement of staff in running the program through participatory approach to planning, implementation, monitoring, evaluation and decision-making. 
  • Capacity building and performance review for health and nutrition team under the guidance and supervision of Health and Nutrition Project Manager.
  • Work closely with the logistics team to ensure proper management of nutrition commodities, pharmaceuticals and supplies.
  • Ensure the effective and efficient use of all SP resources in order to keep costs low and ensure safety in the workplace. 
  • Support clinical leadership to enforce compliance with standard infection prevention and control guidelines.
  • Participate in the accurate clinical documentation and informing the Health and Nutrition Project Manager, as appropriate, about any problem or complication of the patients’ illness or medical error (s). 
  • Ensure patient confidentiality is respected at all times.
  • Relay any information specified by the Health and Nutrition Project Manager to Health Center staff.
  • As needed monitor Inventory Trackers to provide programmatic insight and support including inventorying, usage trends analysis, identifying replenishment requirements and supporting local procurement staff with technical guidance throughout the sourcing processes.  
  • Monitor the quality of the program by conducting regular supervisory visits, on-the-job trainings, use of Quality Improvement Verification Checklists, and mentoring of Health Center staff.
  • Any other relevant task given by the line manager.

Education / Experience Needed /Licenses 

  • Bachelor in Medicine or Public Health and Nutrition/ public health professional or equivalent with at last 2-3 years’ experience in Related field
  • Experience working with other INGOs is a plus

Language 

  • Arabic is required
  • English is required 

REASONING ABILITY 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions in written, oral diagram, or schedule form.
