Position: Finance Officer
Location: Aden/Lahj Office
Grade:4b
Contract Length: till Dec 2024 (with a possibility of renewal)
The Opportunity:
The main role of the finance officer is to maintain accurate financial records. The finance officer is responsible for processing of expenditures, payments and the undertaking a range of financial reporting and administrative tasks as well as staff supervision. The officer operates in a team environment and will be expected to work in a collaborative way with colleagues.
KEY AREAS OF ACCOUNTABILITY:
- Accurately record all transactions and ensuring all transactions are properly booked, and to manage the daily mission or base accounting transactions, submitting daily updated Journal to the Finance Coordinator,
- Review and check payments' supporting documentation for integrity, accuracy and completeness before transaction is approved for payment
- Ensure that filing system for all payment vouchers and supporting documents is maintained and updated
- Ensure that all payments are properly coded to record against active Awards and complete authorization of respective Budget Holder as per SCI Scheme of Delegation.
- Assist FC to strengthen internal controls & internal controls environment.
- Ensure appropriate segregation of duties for each & every financial management task.
- On monthly basis follow-up prepayments (like rent, Internet service etc.) and manage schedule on Financial Management system FMS.
- Assist FC in tracking of all balance sheets accounts on monthly basis and at the end of each award.
- Check on procedure and documentation completeness for purchases (PR, Procurement procedures according to SCI and donor rules and procedures …etc.),
- proceed with the payments and avoiding delays.
- Verify working advance payment and clearances with supply chain and program managers on a weekly basis and making sure the expenses and documentations are following procurement manual and donors’ requirements.
- Support Finance Coordinator in monthly, quarterly & Yearly financial closure.
- Support Finance Coordinator in Audit preparation.
- Carries out other finance, administrative and support duties as assigned by Finance Coordinator.
- Maintain good working relations with banks and money transfer agents to ensure the F.C & F.M always Up to Date with any information, queries or issues that might arise.
- Monitor list of signatories on bank accounts, ensuring availability of cheque books in office.
- Ensure sufficient cash in the bank and ensure that bank accounts are reconciled on a monthly basis.
- Maintain the internal expenditure control system, which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in the accounting system and that claims, and other entitlements are duly processed.
- Establish a good tracking system for advances and ensure that clearance of advances is done on time.
- Responsible for maintaining proper, accurate and complete inventory and fixed assets records.
- Review and monitor partners financial transactions and reports as far as it relates to SCI funded projects and conduct program visits to partners to check accuracy and completeness of submitted documents.
- Implement internal controls and procedures and ensure full compliance with SCI rules, regulations, and policies of financial activities, financial recording/reporting system, accounting processes, and follow-up on audit recommendations.
- Provide support role in audits (internal and external) including preparation of documents for internal, external and donor audits, when necessary.
- Responsible for the archive of financial documents and make sure that all the documents are scanned and prepared according to SCI filling procedures.
- Ensure that reporting position to this post fully comply with SCI policy & procedures and arrange on / off job trainings to grow skills in the Field of financial management.
- Any other duties assigned by the line manager.
QUALIFICATIONS AND EXPERIENCE:
- Bachelor’s degree in finance, accounting, or related field.
- Minimum of 3 years of experience working in a related position, preferably in an NGO
- Knowledge of Yemen laws, and financial reporting requirement for NGOs.
- Fluency written and spoken in English and Arabic.
- Advanced skills in MS Office applications, especially Excel.
- Strong experience in bookkeeping
- Excellent organizational and interpersonal skills, including the ability to develop and maintain strong relationships at all levels.
