CARE International in Yemen

Care Is seeking for role of PMU Safeguarding Officer in CARE Yemen, your primary objective is to ensure the thorough integration of CARE’s Safeguarding Policy commitments across all programs. This involves leading strategic implementation, enhancing partner capacities, enforcing policy compliance, and spearheading comprehensive training and awareness initiatives. Your focus will be on establishing and monitoring effective safeguarding strategies, providing direct support to the in-country team, enforcing safeguarding policies, and conducting investigations to uphold CARE’s standards. Additionally, you will be responsible for designing and implementing educational campaigns to promote a deep understanding and adherence to safeguarding protocols within the organization and its partnerships.

Main Responsibilities:

Safeguarding and PSHEA coordination  

  • Conduct safeguarding risk assessments: Lead the development and implementation of safeguarding risk assessments for all consortium projects, activities, and partners, ensuring alignment with the BRIGHTLY Consortium's Safeguarding Action Plan.
  • Serve as a focal point person in the country-level PHSEA platforms/networks by ensuring active participation and providing regular updates and reports.
  • Participate in relevant forums and alliances on sector-wide Safeguarding: PSHEA-CA initiatives and provide information and guidance to key internal stakeholders.
  • Working closely with Safeguarding TWG, support the other TWGs to provide input into making safeguarding a core component of everything the BRIGHTLY consortium achieves.
  • Develop and disseminate safeguarding messages: Create and disseminate safeguarding messages for various stakeholders, including community members, partners, and consortium staff. Facilitate the design, procurement, and dissemination of safeguarding-related IEC materials in close consultation with program participants.
  • Working closely with the Chair of the BRIGHTLY Safeguarding Technical Working Group to drive forward the process to strengthen safeguarding across the BRIGHTLY Consortium. This will include organizing meetings and providing some administrative support to the BRIGHTLY Safeguarding Technical Working Group. 

Safeguarding Policy, Accountability Standards and Protocols implementation

  • Lead the development and implementation of BRIGHTLY Consortium's annual safeguarding action plan: Ensure the plan is aligned with CARE's Safeguarding Policy, donor guidelines, and the consortium's safeguarding commitments. 
  • Provide technical advice and guidance: Offer technical advice, support, and guidance to the consortium on safeguarding prevention and response strategies in close consultation with the Safeguarding TWG and CARE UK Safeguarding Team.
  • In collaboration with CARE Yemen/ CARE USA provide support with investigations of reported safeguarding and PSEA incidents/concerns and ensure that administrative processes such as record keeping and incident reporting are up to date. 
  • Monitors progress of ongoing investigations in CARE Yemen, consortium partners and delivery partners. 
  • Track the implementation of issues identified as a result of investigations including sharing updates with BRIGHTLY Programme Management Unit, donors and partners. 
  • Develop and deliver presentations on key safeguarding incident statistics and topics for leadership in support of management oversight.

Safeguarding and PSHEA integration across CARE’s programs  and BRIGHTLY Consortium project and Partners

  • Ensure that safeguarding-related activities such as risk assessment and proposed mitigation actions are incorporated into new proposals and that an adequate budget is allocated to implement safeguarding activities
  • Coordinate, support, and closely follow-up the planning, implementation, monitoring, and review of safeguarding risk mitigation action plans with each partner and project.
  • Ensuring referral pathways for survivors are mapped and functional in each response areas.
  • Together with MEAL, ensuring that feedback and accountability mechanisms are safe and accessible for all persons, including children and other at-risk groups, and are designed in collaboration with program participants.
  • Ensure that safeguarding is included in due diligence of partners.
  • Supporting partners to operationalize safeguarding standards including training, safer programming, and awareness raising  

Capacity building

  • Assess and analyze the effectiveness of current Safeguarding systems at the Country Program and the BRIGHTLY Consortium levels, identifying opportunities and areas for improvement and recommending actions.
  • Facilitate learning and knowledge exchange: Plan and facilitate internal learning and knowledge exchange webinars and events on key safeguarding topics in close collaboration with the Safeguarding Technical Working Group members and CARE UK Safeguarding Team.
  • In collaboration with the BRIGHTLY Localization TWG members, assess the current Safeguarding practices of of the BRIGHTLY Consortium's partners including CARE Yemen’s partners, identify gaps, and forward recommendations for improvement.
  • In collaboration with the CARE and BRIGHTLY Consortium Partner’s HR Department, support capacity strengthening initiatives in safeguarding for staff and partners through helping assess learning needs, developing learning and training strategies, and conducting training and workshops.
  • Prepare materials for all safeguarding-related training in collaboration with CARE UK Safeguarding Team and BRIGHTLY Consortium Safeguarding TWG.
  • Provide technical guidance on safeguarding to partners, volunteers, community structures, and other key stakeholders, including consultants. 

Monitoring, reporting, and learning

  • Conduct monitoring visits to project sites as required.
  • In collaboration with the MEAL TWG, compile and develop regular safeguarding training data/activity report.
  • Coordinate with the MEAL TWG to ensure that all MEAL tools incorporate indicators related to safe programming.
  • Organize regular learning forums to gather lessons and best practices in implementing safeguarding activities in CARE Yemen’s programs and the BRIGHTLY Consortium.

Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.

Education/Training Experiences

  • BSc/BA degree in Social Sciences, Development Studies, humanities, gender studies, and other relevant disciplines.
  • At least 3-5 years of experience in humanitarian programs, including establishing safeguarding practices in an emergency context
  • Working experience with NGOs
  • Knowledge of Core Humanitarian Standards and humanitarian principles 
  • Knowledge of Child Safeguarding and/or child protection
  • Ability to recognize safeguarding risks and identify mitigations in programs
  • Proven knowledge and ability to manage safeguarding investigations
  • Good analytical and problem-solving skills.
  • Excellent computer literacy with a full knowledge of Microsoft Office applications.
  • Excellent communication, data analysis, and report writing skills
  • Ability to work effectively in a team with peers as well as with multiple supervisors in a multicultural environment and to interrelate in an effective fashion with staff at all levels as well as with external counterparts.
  • Attention to detail. 
  • Good command of written and spoken English.
