  • Duty Station: Based in Sana’a and field visits are required

  • Reporting to: Deputy of Executive Director  

ROLE PURPOSE: 

The Food Security and Livelihoods Coordinator is responsible for supporting the efforts in ensuring high quality programming and implementation of the food security, livelihoods and economic empowerment including cash voucher assistance and in-kind food distribution programs. The FSL Coordinator is responsible for assisting technically the design, development and planning of livelihood projects including contributing to strong quality systems to measure the impact of the programs. S/he provides technical advice and capacity support to field staff to ensure the FSL work is of high quality and contributes to achieving objectives of the program, sector and organization.
In addition, the position is responsible for ensuring that key organizational principles and approaches, such as minimum standards, guidance documents and SoPs are well integrated throughout the project cycle. That lessons and evidence derived through implementation of projects are well articulated, documented and disseminated both internally and externally; and that engagement with key stakeholders achieves advocacy objectives to realize greater change for beneficiaries.

Responsibilities

Leadership and Strategy

  • Participate in strategic planning for the Food Security ,Livelihoods and Economic Empowerment Program for Yemen response and ensure linkages into overall organization Strategic Plans and programming;
  • Assist with proposal development in the FSL sector in coordination with the Food Security Specialist, Country Office and HQ support teams.
  • Work closely with the Deputy of Executive Director to ensure all FSL Projects are implemented according to approved SoPs and guidelines
  • Ensure synergy and coordination while implementing all FSL

Program Management

  • Oversee program start-ups and ongoing program management and administration of the teams across the various Sub districts/field locations to ensure timely and quality implementation of activities in the community.
  • Ensure that program implementation is responsive to communities and partners and consistent with the organization’s relevant program guidelines, principles, values, quality standards and strategic plan;
  • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria;
  • Work closely with FSL teams to ensure that distribution plan appropriately meet commodity demands required for successful program implementation;
  • Contribute to the selection and working with the financial institution for the provision of assistance along with financial and operations teams. 
  • Integrate community approaches, and capacity building into all activities as appropriate;
  • Ensure market analysis is used in program design and appropriate consultation is held with the community and local authorities.
  • Establish and maintain effective project reporting, monitoring and evaluation systems for both internal and external use in coordination with the program staff, and ensure that designated households are receiving quantity of food intended;
  • Ensure organization has up-to-date information on the affected and targeted beneficiaries and coordinates beneficiary lists with different stakeholders. 
  • Ensure quality systems are in place for cash, voucher and livelihood programming including gathering data for case studies and lessons learnt. 

Team Management

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence;
  • Promote accountability, communicate expectations and provide constructive feedback during weekly progress reviews meetings
  • Supervise and support all FSL program staff and hire,o orient new team members as necessary.
  • Provide team members with information, tools and other resources to improve performance and reach objectives. 
  • Contribute to team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.

Finance & Compliance Management

  • Ensure compliance with donor and organization regulations related to emergency food  and livelihood programming;
  • Draft and review scope of work to manage any technical works, including review for technical efficacy and contract budget.
  • Participate in budget preparations and reviews, BVA Analysis, development of close to accurate cash projections and tracking spending and expenditures levels for all projects.

Security:

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Work closely with the security focal point to analyze security situations and take appropriate measures for affective implementation of projects activities. 

Representation:

  • Maintain internal and external relationships to ensure program success including the different departments within the organization and contacts with authorities, INGOs and NNGOs working in the emergency sector, related to emergency programming, beneficiaries and the general public;
  • Identify, coordinate and partner with local and international partners;
  • Coordinate closely with the FSAC representatives on national and hub levels and  other clusters as required.

Accountability to Beneficiaries:

  • Organization team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to the organization and donor standards guiding humanitarian assistance and development work, while actively engaging beneficiary communities as equal partners in the design, an quality implementation of projects.

Required Qualifications and Experience:

  • BA or BSc Degree and/or Advanced Degree in related field (e.g humanitarian assistance, Agriculture, Economics, Development Studies, or other relevant fields of study) 
  • At least five years of relevant work experience in related programming such as agriculture, livelihood, and cash and voucher assistance
  • At least 7 years of relevant experiences with NGOs including 3 years in management position. 
  • Demonstrated experience and knowledge of integrated programs, food security, livelihoods, economic empowerment and emergency response operations
  • Experience in working with stakeholders, government counterparts and other partners at various levels.
  • Excellent understanding, Knowledge and practical experiences of food security and livelihoods and economic empowerment issues in Yemen based on cluster, organization and donor standards levels.
  • Strong analytical and reporting skills.
  • Ability and readiness to travel to the field in all projects’ sites to supervise and support field teams. 
  • Good presentation, training and facilitation skills
  • Proven conceptual skills and an ability to think and plan strategically
  • Good communication and interpersonal skills and an ability to train and mentor staff
  • Flexibility and ability to manage a complex and demanding workload
  • Excellent Report Writing and English proficiency skills.
