1. Background
YKF partnered with Save the Children to implement the “Building Resilience through Integrated Community-based and Humanitarian Systems Transformation and Leadership in Yemen" (BRIGHTLY) project. Food security and livelihood intervention consultants play a crucial role in designing, implementing, and evaluating programs aimed at improving the livelihoods of individuals and communities. A food security and livelihood consultant will work with YKF under consultancy conditions and according to the need for consultancy services. They will be responsible for the design, review, analysis, supervision, evaluation, and checkup of FSL interventions targeted by YKF in the context of emergency and development in the targeted districts.
2. Responsibilities
The FSL consultant will have the following key responsibilities:
1. Conduct thorough needs assessments to identify the specific challenges, opportunities, and resources available within a community or target group.
2. Enhance people’s capabilities and assets to improve their well-being and sustainability.
3. Recommend tailored interventions that address the actual needs of the beneficiaries.
4. Promote sustainability in livelihood interventions and ensure long-term positive impacts on communities.
5. Build local capacity, promote income-generating activities, and foster resilience to external shocks.
6. Ensure equal participation and benefits for both men and women.
7. Understand gender dynamics and incorporate gender-sensitive approaches into the consultancy service.
8. Consider conflict dynamics and promote peacebuilding elements in livelihood interventions.
9. Identify potential risks and propose mitigation actions.
10. Uphold regional, ethical, and national standards in all aspects of the consultancy stages.
11. Respect beneficiary confidentiality, obtain informed consent, avoid conflicts of interest, and ensure accountability.
12. Analyze technical requirements and estimate the necessary materials and equipment.
13. Prepare, review, and amend if needed the available studies related to FSL interventions.
14. Ensure that prepared BOQs are specific and match all minimum specifications and required technical documents and datasheets.
15. Study/check the availability of the current components and prices in the local market and ensure they match the latest technology, technical specifications, and prices.
16. Prepare periodic reports to document work progress and compliance with standards and regulations.
17. Document any issues that arise during the mission and take necessary corrective actions.
18. Document the mission process with photos and videos before, during, and after work.
19. Provide all necessary support during the tendering processes including, but not limited to, preparing/reviewing technical evaluations for bidder proposals (BoQs, specifications, datasheets, etc.).
20. Supervise selected suppliers during the implementation stage and provide corrective actions as appropriate.
21. Supervise the in-kind distribution and ensure their precise implementation according to specifications and standards.
22. Monitor the efficient use of materials under safe supervision.
23. Coordinate with project officers and technical teams to ensure effective communication at the worksite.
24. Communicate with community committees and provide guidance and consultation on intervention modality.
25. Ensure that FSL interventions meet approved technical and environmental standards.
26. Work to achieve project and worker safety during coaching and monitoring operations.
27. Maintain a high level of awareness regarding the security situation in the project area and take adequate measures to ensure the safety of all staff in the area.
28. Perform assigned related tasks by the Project Manager.
3. Qualifications and Experience
1. University degree in Agriculture, Development Studies, Engineering, or equivalent.
2. 3-5 years of experience in the field of services working with INGOs/NGOs.
3. In-depth knowledge of livelihoods, small and medium enterprises.
4. In-depth knowledge of Honey Bees and livestock.
5. In-depth knowledge of training curriculums related to Business Skills, Honey Bees, and Livestock.
6. Experience in training beneficiaries on basic skills related to Business Skills, Honey Bees, and Livestock.
7. Experience in evaluating the quality of basic hardware inputs related to Honey Bees, Livestock, and small enterprises.
8. Experience in providing coaching and monitoring to beneficiaries during the implementation stage.
9. Proficient in English with highly developed communication and advocacy skills, including the ability to write excellent reports concisely and clearly in English.
10. Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
