Job Description

Terms of Reference (ToR) for Conducting a Evidence-based research and analysis of the generalized unique needs, barriers, challenges and experiences of migrant and refugee communities living in Aden

1.    Introduction

The SOS Foundation for Development (SOSFD) is implementing the project "Empowering Horn of Africa Migrants and Refugees for a Peaceful Yemen" to address the exclusion and isolation of migrants and refugees in Yemen. This project aims to promote the long-term consideration and inclusion of migrants' and refugees' rights in Yemen's peace process and post-conflict reconstruction efforts. A critical component of this project is conducting a comprehensive field survey to gather evidence-based data on the unique needs, barriers, challenges, and experiences of migrant and refugee communities living in Aden.

2.    Objectives

The primary objectives of the field survey are:

  • Tprovide    a    comprehensive    overview    of    the    circumstances    and challenges faced by migrants and refugees in Aden.
  • To explore potential policies to address these challenges and propose practical solutions and interventions.
  • To inform the development of effective policies and programs aimed at improving the lives of migrants and refugees in Aden.
  • To support ongoing advocacy efforts by translating findings into a policy research document.

3.    Scope of Work

The scope of the field survey includes:

  • Demographic Profile: Detailed demographics of migrant and refugee populations.
  • Legal  and  Policy    Environment: Analysis of Yemeni laws and international conventions related to migrants and refugees, and assessment of gaps and inconsistencies in the legal framework.
  • Access to Basic Rights: Evaluation of access to education, healthcare, employment, and housing, and identification of barriers and discrimination faced by migrants and refugees.
  • Living Conditions and Safety: Assessment of living conditions, including housing, sanitation, access to essential services, and analysis of safety and security risks.
  • Labor Conditions: Investigation of labor practices and exploitation, and identification of vulnerable sectors for migrant and refugee workers.
  • Protection and Legal Aid: Evaluation of available legal protections and support services, and assessment of access to legal representation and asylum procedures.
  • Social  Integration:  Examination  of  integration  efforts  and community-based initiatives, and identification of barriers to social inclusion.
  • Impact of Conflict and Crisis: Analysis of the conflict's impact on migrant and refugee populations and assessment of specific challenges and vulnerabilities.
  • Humanitarian Assistance: Overview of international assistance provided to migrants and refugees by INGOs, NGOs, and humanitarian agencies.
  • Durable Solutions: Exploration of long-term integration options and support needs.

4.    Methodology

The    survey    methodology    will    be    based    on    a    mixed-methods    approach consisting of qualitative and quantitative methods, including:

  • Development of data collection tools such as surveys, interviews, and focus group discussions.
  • Comprehensive literature review on migrants and refugee communities in Aden.
  • Definition of the migrant and refugee populations to be included in the study.
  • In-depth interviews with local organizations and community leaders.
  • Data analysis using appropriate statistical and qualitative methods.
  • Development    of    evidence-based    recommendations    and interventions.

5.    Coordination with Stakeholders

The consultant or firm will coordinate with various stakeholders to ensure comprehensive data collection and analysis:

  • Civil Society Organizations (CSOs): Coordination with CSOs working with migrants and refugees to leverage their local knowledge and access to communities.
  • International Organizations: Engagement with international organizations such as UNHCR, IOM, and other INGOs involved in migrant and refugee support.
  • Government Bodies: Collaboration with government entities like the Immigration and Passports Authority, Ministry of Planning and International Cooperation, and Social Affairs and Labor.
  • Local Community Groups: Interaction with grassroots organizations and community leaders to gain insights into the lived experiences of migrants and refugees.

6.    Deliverables

The consultant is expected to deliver the following:

  • Detailed work plan and timeline for the survey.
  • Comprehensive report including:
    • Demographic profile of migrants and refugees.
    • Analysis of the legal and policy environment.
    • Evaluation of access to basic rights.
    • Assessment of living conditions and safety.
    • Investigation of labor conditions. 
    • Evaluation of protection and legal aid.
    • Examination of social integration efforts.
    • Analysis of the impact of conflict and crisis.
    • Overview of humanitarian assistance.
    • Exploration of durable solutions.
    • Evidence-based recommendations.
  • Presentation of findings to SOSFD and relevant stakeholders.

7.    Qualifications and Experience

The consultant or firm should possess the following qualifications and experience:

  • Technical    experience    and    expertise    in    monitoring,    evaluation,    and research, with expertise in peacebuilding and conflict resolution.
  • Advanced analytical and report-writing skills in English and Arabic.
  • Knowledge    of    Yemeni    society,    customs,    and    traditions,    particularly regarding migrants and refugees.
  • Strong communication skills and cultural sensitivity.
  • Commitment to the "Do No Harm" principle and humanitarian ethics.
  • Proven    experience    in    coordinating    with    international    organizations and civil society groups.

Timeline

The field survey is expected to commence on 25 August 2024 and be completed by 10 October 2024. A detailed timeline will be agreed upon with the selected consultant or firm.

Budget

The financial proposal should provide a detailed budget in USD, including all anticipated costs such as taxes, VAT, travel, accommodation, transportation, insurance, and translation services. The total budget should align with the scope and objectives of the field survey.
