The ICRC is looking for a suitable candidate to fill the position of:

Health Field Officer

Contract type:  Fixed-term (  One Year ), Extendable if needed. 
Duty Station:  ADEN

Purpose

The Health in Detention (HiD) Field Officer, under the supervision of the Health Delegate based in Aden, will contribute to designing and implementing health in detention program in Yemen. He/She will assist the Health Delegate in planning, implementing, and monitoring the health activities in prisons according to the objectives set out in the delegation's annual planning (Planning for Results) for Aden, Yemen.

Accountabilities & Responsibilities 

Functional Responsibilities: 

  • Contributes to analyses of the prison healthcare system and public healthcare sector and contributes to the HiD strategy
  • Proposes activities and assists with project development for improvements in health service in places of detention.
  • Develops and maintains a network of contacts and maintains a list of interlocutors
  • Organizes meetings for the Health Delegate with interlocutors and assists in forming a joint health in detention strategy.
  • Facilitates training/capacity building of health staff working in detention in line with the Strengthening of Health Care in Detention objectives (e.g., rational use of drugs, and regular updating of the drug dispensing register and stock card).
  • Contributes to the development of the health in detention program in Yemen.
  • Introduces the ICRC, its activities, and health in detention program to the interlocutors.
  • Participates in the reflection of the delegation regarding the planning for results
  • Conducts independently visits to the prison clinics, as per objectives defined with the Health Delegate, and reports on those visits to the Health Delegate
  • Is in charge of collecting data at health facilities level, integrating them in the tools ( DHiS 2) and providing to the Health Delegate analysis of those data, helping for decision making.
  • Is in charge of preparing all health related orders for the places of detention, following the delivery and ensuring that all needed paper work is correctly fulfilled.
  • Supports and translates for the Health Delegate.  

Certifications/Education Required 

  • University degree in a medical or nursing discipline. 
  • Qualifications in public health or health management are a strong asset. 
  • Fluent written and spoken command of the local working language (Arabic) and English. 
  • Computer skills, including Microsoft Office suite, SharePoint.
  • Experience with International and/or humanitarian organizations is an asset.

Professional Experience Required 

  • 3 to 5 years' work experience in Public Health Program Management and health training
  • Sound clinical knowledge in patient management.
  • Good knowledge of the general context of Yemen 
  • Good connections with health authorities/ groups, preferably with prison health authorities. 
  • Good analytical and communication skills. 
  • Health data collection, analysis, and reporting skills.
  • Negotiation and networking skills.
