Organizational Context and Scope:

Working under the overall supervision of the Programme Assistant (ESU) and under direct supervision of the Project Assistant (ESU) , the Site Assistant will support and provide technical supervision at field on ESU construction projects under KOICA in Tarim district, Hadramout governorate, In particular, s/he will:

Core Functions / Responsibilities:

1.    Supervise and monitor field operations on IOM construction projects within the Tarim Valleys (Thabi, Dammon, and Mashtah), which will be executed by contractors.
2.    Oversee the construction works implemented through the Cash for Work approach under the
management of IOM’s Implementing Partner (IP).
3.    The Site Assistant (ESU), on daily basis will apply Quality Assurance and Quality Control procedures, inspecting materials, equipment, safety measures, work completion, and issuing site instruction books to contractors, among other quality-related tasks at the field.
4.    The Site Assistant (ESU) is responsible for submitting daily reports on work progress, delays, and any issues encountered, as well as monitoring the project timelines according to the work plan and reporting any environmental concerns immediately. 
5.    Ensure supervision and monitoring of construction works managed through the Cash for Work approach by the partner, including material checks and day-to-day activities in Thabi valley, especially contractor- related tasks, and follow-up on Implementing Partner’s duties.
6.    Coordinate and liase the daily plan with the Implementing Partner in the field regarding Cash for Work construction in Thabi, Dammon, and Mashtah Valleys within the Tarim district.
7.    Monitor the Implementing Partner’s handling of material consumption, warehouse management, and the
transfer of materials from the warehouse to the work sites.
8.    The Site Assistant will inspect the quality of Cash for Work constructions, confirm progress, and perform site instruction books for the Implementing Partner (IP).
9.    Ensure compliance with safety measures in the field by the Implementing Partner’s labors and teams, and
proper use of tools and equipment.
10.    Manage the distribution of IOM-provided tools and equipment for the labors, ensuring they remain
functional until the project’s completion.
11.    Supervise on daily basis the Implementing Partner’s adherence to their ToR, including labor attendance, progress rates at each site, and the presence of IP supervisors to oversee and guide workers at all stages, as well as proper storing all delivered materials at site.
12.    Follow up with the Implementing Partner on the regular submission of attendance sheets and confirm the progress for each worker across all work sites, for the labor payment process.
13.    Oversee the IP's management of IOM-hired trucks for the loading and transportation of materials and stones to work sites.
14.    Monitor the daily operations of heavy-duty machinery in the field, ensuring equipment efficiency and confirming progress, according to drawings, specifications and engineering standards.
15.    Maintain proper archiving of all related documents on a daily basis.
16.    Carry out any additional tasks assigned by the direct supervisor.

Required Qualifications and Experience

Education:

  • University Degree/Certificate (Civil Engineering is preferable).

Experience:

  • Minimum of One Year of Experience., preferably in civil engineering projects.
  • Minimum of one year of experience in the humanitarian sector. preferably working with vulnerable individuals.
  • Knowledge of CAD, Excel, Outlook; Organizational Skills; Accuracy; Reporting on Kobo Tool, Ability to work with minimal supervision.

LANGUAGES

For all applicants, fluency in Arabic is mandatory, working knowledge of English language is preferable.

The appointment is subject to funding confirmation.
