BFD is a leading humanitarian-based and development-oriented organization, which over the years extended its coverage to several governorates, with a mission of working in a humane and transparent manner for the vulnerable groups in society and the affected groups through the implementation of sustainable development and relief programs of the highest quality.  Responding to all areas of humanitarian sectors, BFD aspires to provide an integrated humanitarian and development response to conflict-affected areas through a professional, neutral, transparent approach, and through adherence to the Core Humanitarian Standards (CHS).
    
GENERAL JOB DESCRIPTION

MAIN PURPOSE: The Field Coordinator will be in charge of coordinating all project activities with the responsible parties' teams in the field and with the local authorities supported by the Project. S/he will ensure close coordination with the related authorities and other stakeholders and support of the engineers in targeted construction sites in different districts. The Field Coordinator plays a critical role in ensuring the successful implementation of the project by acting as a central point of contact and facilitating seamless collaboration between all stakeholders.

DUTIES & RESPONSIBILITIES

  • Coordinate and communicate with counterparts at district and governorate levels, including local authorities, NGOs, and responsible parties.
  • Closely coordinate with community committees and other stakeholders for smooth construction site operations.
  • Act as a clear communication channel between the BFD program, contractors, subcontractors, stakeholders, and project beneficiaries.
  • Proactively address challenges and risks, proposing solutions and implementing corrective actions.
  • Map out all actors working in similar areas and suggest complementary or joint work.
  • Oversee the local responsible parties and provide support on coordinating with local stakeholders and authorities.
  • Contribute both technically and operationally to the implementation of project activities in targeted districts.
  • Support and assist the engineers in the field, collecting reports, and ensuring data entry.
  • Identify and address challenges faced by engineers at construction and other sites.
  • Provide project management with feedback, ideas, and suggestions for adaptations, enhancements, or scaling-down of activities.
  • Reports of achievement of daily, weekly, and closing to Senior Officer(s).
  • Conduct regular spot checks and field visits to support quality assurance.
  • Record issues, risks, and lessons learned before, during, and after project completion.
  • Develop and strengthen strategic partnerships and linkages.
  • Build strong relationships with responsible parties and liaise with relevant stakeholders to maximize impact and synergy.
  • Any related tasks/duties assigned by the Program Management or Technical Engineer.

Core Humanitarian Standards (CHS): The role holder is required to carry out the duties in adherence to the Core Humanitarian Standards, the values and principles outlined in BFD's policies such as Code of Conduct, Prevention of Sexual Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, Anti-Retaliation and other internal policies and guidelines.

Required Qualifications and skills:

  • Bachelor's degree in Civil Engineering
  • Minimum 2-3 years of experience in a similar position (NGO experience preferred)
  • Experience and knowledge of local governance systems, decentralization policies and laws, basic service delivery and recovery planning
  • Ability to apply this knowledge to changing contexts
  • Experience engaging with high-level stakeholders, such as government officials, including managing complex relationships
  • Proven experience in partnership building and networking
  • Good knowledge of safety standards and legislation related to construction and rehabilitation in the region
  • Proficient computer skills and use of relevant software (Word, Excel, AutoCAD)
  • Works well in and promotes teamwork
  • Comfortable in a multi-cultural environment
  • Flexible and able to handle pressure well
  • Self-motivated, results-driven and excellent sense of organization
  • Excellent interpersonal and negotiation skills
  • Ability to exercise sound judgment and make decisions quickly and independently.
