Position Summary:

Reporting to the Senior Program Manager, the Senior Program Coordinator will assist with program scoping, fundraising and assist with logistical, operational and security matters in IRG areas. He/ She will build and maintain coordination with key stakeholders (government ministries, donors, relevant clusters, NGO coordination forum and local partner organizations). The position will be based in Aden. Major responsibilities are outlined below:

Program Management (70%)

1. Assist the Senior Program Manager to maintain War Child Canada’s program and operation in IRG areas.
2. Assist the Senior Program Manager to explore program scoping, funding opportunities and with design and development of solicited and unsolicited program concepts and proposals.
3. Assist the Senior Program Manager with assessment and selection of local partner organizations.
4. Responsible for collecting reports from partners and required data from the field, including high quality photos, and beneficiary stories that are used in internal and external reports.
5. Responsible for preparing and submitting draft internal and external reports to the Senior Program Manager as per agreed plan of action.
6. Work with local partner organizations to develop detailed implementation and spending plan, keep track of progress and inform the Senior Program Manager in case of any hurdles or changes in the project or local context.
7. Through local partners, communicate with beneficiary groups and community structures as well as other stakeholders to gain community support for the programs and to solicit input for improvement.
8. Conduct regular field visits to monitor implementation of activities, solving of problems related to project's interventions.
9. Ensure programs are implemented in ways responsive to the communities and children in line with War Child Canada’s values and strategic plan and following the organization’s compliance procedures.

External Representation (20%)

1. Assist the Senior Program Manager in building and maintaining relationship with key external stakeholders (Government ministries, UN agencies, donors, International and national NGOs, and civil society actors).
2. Maintain presence and representation to the relevant clusters (Child Protection, GBV-subcluster, education in emergency working group as well as membership to NGOs coordination forum) and ensure effective visibility and positioning of War Child Canada’s work.
3. Serve as focal point with local ministries on issues relating to filing tax return or getting tax clearance within the IRG areas.

Operational Functions (10%)

1. Assist with operational set-up and security management.
2. Facilitate with logistical support for visitors from War Child Canada including arrangement of visa, flight booking, hotel accommodation and local travel.
3. Coordinate and keep liaison with security agencies (UN and NGOs) and report key political and security development or changes in the context.
4. Conduct any other tasks which may be requested to be undertaken within the scope of this post.

Qualification & Skills:

  • B. A’s degree preferably in management, business, administration, social science, education or any other relevant field.
  • 3-5 years of program management experience with international humanitarian organizations.
  • Strong expertise in coordination, program management, partnership management and reporting.
  • Ability to plan and organize work within a fluid working environment and has the capacity for initiative and decision making with competent analytical and problem-solving skills.
  • Excellent written and verbal communication skills in both Arabic and English.
  • Gender and culture sensitive.
