Position: Civil Engineer

Purpose /Objectives:

The Civil Engineer is responsible for developing technical studies, BOQs, Designs and all required under the supervision of the project manager. This includes assessing all requirements or rehabilitation and constructions at the targeted health facilities. The Civil engineer will be the key role for setting technical specification for all activities related to the rehabilitation and construction works within the project. 

Responsibilities/duties:

• Assess the renovation and rehabilitation/construction needs at the health facilities including the water and sanitation system needs, available resources and the capacity of existing systems for health facilities.
• Produce narrative assessment reports demonstrate the technical problems at the health facilities, and the proper solutions.
• Carry out technical designs of the activities according to the construction standards in Yemen and the guidelines of WHO in term of health care centers' requirements.
• Produce the BoQs, specifications, high quality drawings for the required works.
• Prepare pricing assessment and calculate the estimated costs accordingly.
• Ensuring the needs analysis is matching with budget capacity.
• Carry out technical supervision of the construction and rehabilitation works.
• Coordinate with GHO/DHO representatives in assessment, designing and implementation stages.
• Support, manage and follow up the site engineers in supervision of implementing construction and rehabilitation works.
• Manage contractors to assure adherence to the project's scope, and schedule, quality and the technical documents.
• Assure that all on-site work complies with all applicable health and safety, social and environmental requirements, standards, and national and international best practices.
• Execute the inspection of construction materials delivered to the project, ensuring that they conform to the specifications and proposing corrective actions if the quality of the delivered materials does not conform to the specifications.
• Provide weekly and monthly reports to the project manager including the progress of the activities, before/pictures, quality adherence, health and safety, environmental, challenges, possible delays or concerns and recommendations.
• Carry out documentation and archiving for all documents and pictures of the implemented works.
• Administers the handover of INRERSOS - constructed/rehabilitated infrastructure to end users.
• Provides or coordinates training for end-users in the operation and maintenance of INTERSOS - installed/rehabilitated infrastructure.
• Perform other related duties upon request to support the project team and the project implementation process.

Qualification/level requirements:

Minimum Requirements:

• University Degree in Civil Engineering.
• At least 3 years of practical, hands-on experience reconstruction, renovation and rehabilitation of public infrastructure, including health facilities
• Report writing skills.
• Computer skills in MS Word and Excel, Google Drive.
• AutoCad skills are mandatory, Rivet skills is preferred.
• Experience in conducting surveys, data management and statistics analyze is desirable.
