ABOUT THE FOUNDATION:

Yemen Development Foundation (YDF) is a non-governmental, and non-profit foundation. It was established in 2016 by a group of development professionals with aims to empower most vulnerable, poor and disadvantaged populations. It is professionally managed NGO, active in individual and community related issues. The primary focus of YDF is on the problems of the poor; in their struggle to obtain a life of justice and dignity. Environment stabilization, humanitarian work, education, water and sanitation, food security and empowerment of the community for self-governance are the most important components of its mission. Gender justice, natural resource management, and livelihood security are YDF primary areas of concern. Maternal and child health, nutrition, child rights and youth empowerment are also within the main focus of YDF, due to the belief that women are a pillar in society, and that   children and youth are the foundation for a brighter future for Yemen.

Core responsibilities: 

  • Supervision: Oversee the protection team, providing guidance, advice, and necessary training for leading an active team.
  • Leadership and Coordination: Lead the YDF-UNHCR project protection program in Saada Governorate, ensuring that protection services are given to populations of concern in accordance with UNHCR protection guidelines, strategy, and SOPs.
  • Communication with community: Establish and maintain a meaningful communication with the community and promote community engagement in YDF - UNHCR programs from planning to implementation by building and maintaining an affective CBP strategy. 
  • Legal Assistance: Ensure that displaced, returnee, and vulnerable host community families receive proper legal assistance. 
  • Coordination: Ensure that the protection activities are adequately coordinated and that 100% participation in all relevant forms is achieved to improve program synergy and reduce duplication.
  • Monitoring and Response: Vigilantly monitor protection needs and advocate with other actors via clusters and accessible forms if assistance is not provided through UNHCR programs. Ensure that protection is integrated across all sectors and that it is central to all YDF actions.
  • Program Implementation: Manage the implementation and oversight of protection programs, addressing identified protection needs effectively in considering the Age, Gender, and Diversity (AGD) perspective.
  • Capacity Building: Concentrate on the capacity building of the protection team in accordance with the correct learning need assessment of the staff. Conducting the relevant training in collaboration with UNHCR staff.
  • GBV and Child Project: Provide adequate protection services and assessments to displaced and returnee women and children in accordance with the PPA. In addition to ensure that all YDF employees from program manager to Guards understand PSEA, GBV, and the related code of conduct.
  • Emergency Support: During the emergency and natural catastrophe phases, provide protection to the displaced, returning, and vulnerable host communities. 
  • Social and political awareness: A comprehensive knowledge of the Saada Hub (Saada and Al-Jawf Governorates) community, politics, and socioeconomics.

Explanation of the Job Description

1)    Supervise the protection team to ensure prompt and effective protection responses to the needs of displaced, returnee, and vulnerable host communities.

2)    Led protection activities in intervention areas and provide technical guide on best practices and protection principles to the protection team.

3)    Improve the protection team's capacity of referral pathways and relevant SOPs, as well as their awareness of service mapping.

4)    Review and follow up with referred cases on a regular basis, ensuring that the referral follow-up is handled effectively with relevant project staff and that the referred cases receive the service.

5)    Work closely with data management staff to assist protection teams in utilizing the protection tools. Additionally, review project data on a regular basis, ensuring accurate data collection, and analyze the data to ensure the data meets donor targets and protection key indicators for further reporting and analysis.

6)    Review and complete the protection teams' reports on protection assessments, needs and incidents. Provide protection services to the displaced and returnee families in needs of protection which is available within the project and refer the protection gaps and needs of IDPs and other conflict-affected persons to other service providers.

7)    Ensure that the assessment is conducted efficiently and in accordance with the appropriate guidelines and SOPs by protection teams and monitors.

8)    Prepare protection updates, contribute to Sitreps, and weekly/monthly reports within deadlines.

9)    Prepare and disseminate any ad hoc protection improvements or challenges brought to the attention of the protection team and monitors.

10)    Oversee the activities of the hotline and accountability section, which responds to and addresses any beneficiary issues, feedback requests, and queries via the relevant CFM practices.

11)    Track progress against commitments for activities and outputs and assist the team in adjusting work plans to reach objectives more effectively.

12)    Raise awareness of protection concerns among vulnerable conflict-affected children, communities, youth, and households through interviews, counselling, focus groups, and awareness programs.

13)    Review and approve emergency cash assistance cases for displaced, returnee, and vulnerable host communities in accordance with approved SOPs, and regularly follow up with recipients to ensure that the proper people are targeted with the ECA.

14)    Provide suggestions for social activities and quick impact projects (QIPs) that prioritize core protection areas.

15)    Develop project proposals for social activities and protection QIPs in line with SOPs.

16)    Enhance the community-based protection network to facilitate two-way communication with displaced and returning families and individuals.

17)    Create good coordination with the CBPN, hold monthly coordination meetings with network members, and help them develop capacity in collaboration with YDF and UNHCR.

18)    Document problems, difficulties, and successes during project implementation.

19)    Enhance legal assistance for displaced individuals, returnee families, and vulnerable host communities through legal teams, CBPN, and protection monitoring. 

20)    Prepare weekly and monthly work plans for the entire protection team, which includes legal, protection monitors, CFM employees, and social workers, and ensure that they are followed.

21)    Perform additional duties as assigned by supervisor.

Qualifications:

1.    Relevant university degree in law, Social Science, Humanitarians, Public Law, International Human Right, International Relationship, Humanitarians, or related field.
2.    Minimum 5 years of experience in humanitarian, protection, and Human rights.
3.    Strong understanding of protection principles and best practices.
4.    Excellent communication and interpersonal skills.
5.    Proficient in data analysis and reporting.
6.    Ability to work independently and as part of a team.
7.    Willingness to travel to field sites as needed.
8.    Language Proficiency: Fluency in English and Arabic is essential.
