Background
Society for Humanitarian Solidarity (SHS) is a nonprofit humanitarian NGO based in Yemen. It was founded in 1995. SHS, winner of the Nansen refugee award in 2011, for its dedicated work in providing assistance to refugees and migrants who arrive in Yemen. SHS is a trusted implementing partner to more than 5 international organizations operating in Yemen. SHS has built a strong career and trust among the local community and the international organizations through its tenure in providing assistance to the IDPS and most vulnerable groups.

Tasks and Responsibilities:

  • Provide IDPs with legal consultation and mediation help on legal concerns such as family, civil and HLP matters (especially evictions), and civil status paperwork.
  • Facilitate the issuing of legal documentation to IDPs, notably Identity Cards. This includes advising for PoCs without IDs, preparing lists of individuals without IDs for submission to CRA, collaborating with local CRA branches following the procedure agreed upon between agreement between Protection cluster and CRA to facilitate the application and receipt of IDs at CRA branches.
  • Conducting awareness sessions to IDPs about HLP issues and improving IDPs’ access to legal and civil documentation such as birth/death certificates and marriage/divorce documents and sensitize IDPs on their fundamental rights and procedures to access legal and civil services.
  • Regularly liaise and coordinate with Civil Registration Authority, ExU and local authorities including meetings attendance when needed, for smooth implementation of IDs extraction and birth certificates.
  • Collecting application forms and reviewing documentation quality before submitting to the CRA. After the issuing of IDs and birth certificates, continue to inspect and deliver IDs to beneficiaries in intervention areas with the assistance of community committees.
  • Liaise and coordinate with the CRA on a regular basis, including meeting attendance where necessary, to ensure the smooth execution of ID extraction and birth certificates.
  • Assist the community leaders in developing a work plan for creating awareness activities about legal issues/topics.
  • Keep the Protection Officer and Legal Officer of the development and challenges of the implementation of the legal assistance program, regularly and in a timely manner.
  • Maintain an Excel database with support from data management staff to ensure timely production of statistics and reports.
  • Compile weekly and monthly narrative and quantitative data and information to generate reports on legal-related protection trends and incidents faced by people of concern. Identify potential means to address legal issues.
  • Perform other tasks as assigned by the line manager.

Qualifications, Skills and Experience:

  • Bachelor’s degree in law, human rights, or any related field.
  • Experience working with IDPs, returnees and vulnerable communities in camp and non-camp areas.
  • At least 2 years’ experience working in protection activities and emergency humanitarian field.
  • Relevant professional experience in similar positions.
  • Fluent in Arabic and English (speaking, reading, writing).
  • Excellent communication and interpersonal skills.
  • Strong knowledge and skills of computer and prior experience working with smart data collection tools such as KOBO, respect confidentiality of data and information.
