Position: Project Reporting Officer, with M&E support role to PC/PMs
Reports to:  BHA Project Coordinator and PMs
Location: Taiz governorate (frequent visits to Al-Turba and Jabal Habashi)
Status: Full time

Project objectives: 

INTERSOS is implementing a multi-sector project funded by BHA in Taiz governorate, which aims to improve the protective environment, while reducing morbidity and mortality related to poor access to health, nutrition, and WASH services in Yemen, by ensuring conflict and displacement-affected individuals have access to quality emergency health and nutrition services, lifesaving protection assistance and quality WASH services.

Responsibilities/duties:

The Project Reporting Officer is responsible for drafting regular and ad hoc reports, including accurate data analysis and identification of trends. Specifically, his/her tasks will be divided as follows:

Duties and Responsibilities:

1.    Reporting:

  • Review and monitor project indicators data and targets.
  • Receive, check and review weekly reports from Activity Coordinators.
  • Coordinate with field teams in order to clarify information and ensure consistency of the data.
  • Support data quality monitoring (data quality assessment) and constantly update the internal database.
  • Lead the writing of monthly reports, semi-annual reports, and annual reports. 
  • Fill in other documents (ITT and ART matrix) that will be shared with the donor (BHA) and the authorities, after revision and approval of the Project Coordinator (PC).
  • Ensure that Project Appraisal Tool (PAT), an internal monthly monitoring document that is shared by the Project Managers (PMs), is accurate and that information is reflected correctly in monthly reports
  • Ensure Activity Info is updated on a monthly basis and within the deadline.
  • Ensure all reporting templates for field activities are up-to-date and are periodically revised.
  • Ensure the right tools/forms/checklists/templates are used for collecting data and ensure safe storage and management of data (hard and soft copies) and tools.
  • In coordination with PMs and PC, maintain a database of all training for staff and volunteers conducted for all sectors during the project: general or specific.
  • Fill in reporting tools for the donor, Clusters, and working groups, upon request and agreement with technical experts/coordinators and PMs/PC, and ensure there is no duplication in reporting between Taiz and Aden/national level reporting!
  • Support the Project Coordinator (PC) with timely weekly, monthly, mid-yearly, and yearly reports and trend analysis. Data, statistics, graphics, and tables should be produced, as required by INTERSOS management; support INTERSOS in the preparation of reports and related annexes.
  • Provide periodical in-depth data analysis, and bring any particular hotspot, trends or protection risk identified to the attention of relevant technical supervisors, PMs, and PC.
  • Technically supervise the Data Entry team and oversee data lifecycle in coordination with Activity Coordinators and PMs
  • Any other task requested by the Project Coordinator in order to achieve the project’s objectives.

2.    Monitoring, Evaluation, Accountability, and Learning (MEAL):

  • Support the Project Coordinator (PC) and PMs to monitor the field activities based on the project implementation plan through the monitoring and evaluation tools.
  • Support PMs/PC and technical experts/coordinators by developing operational monitoring tools (checklists, questionnaires, databases, interviews, survey forms, etc.).
  • Support the Project Coordinator (PC) and PMs to ensure monthly data collection, data entry, and data analysis based on project requirements, ensuring data accuracy and reliability.
  • Provide timely inputs for new initiatives and improvements on MEAL issues to the project management team, MEAL team and technical teams.
  • Support the Project Coordinator (PC) and PMs to monitor the evaluation of the project’s results and achievements.
  • Actively collaborate with Database Entry Officer and provide inputs to develop databases on project activities and assist in updating regularly the database according to the project requirements.
  • Support the scheduling of monitoring and evaluation-related activities.
  • Provide MEAL written reports on a monthly basis to the management team
  • Support the project management with external and internal MEAL and TPM exercises when required.
  • Support the PC in the periodical collection of activities means of verification.
  • Support research and study activities of the MEAL team related to the project itself (e.g., baseline report, monitoring reports, and evaluation report) and to the context (needs and vulnerabilities assessments).
  • Any other task requested by the MEAL Coordinator in order to achieve the project’s objectives.

3.    Overall, these tasks require:

  • Adherence to Humanitarian principles of Humanity, Neutrality, Impartiality, and Independence.
  • Always ensure confidentiality and conduct all activities with sensitivity and respect toward beneficiaries and staff.
  • Ensure compliance with the principle of confidentiality and do not disclose any work-related information except to discuss with certain case management teams or designated supervisors in each case.
  • Clear and timely communications to line management.
  • Fully comply with INTERSOS internal rules and guidelines and the INTERSOS Charter of Values and Code of Ethics.

Minimum requirements

  • Hold a Bachelor’s Degree in either Social Sciences, Statistics, Mathematics, Economics, or other related fields; 
  • At least 2 years of professional experience working in similar positions;
  • Demonstrated familiarity with basic protection principles and confidentiality;
  • Familiarity with smart data collection and KoBo/ODK tools;
  • Excellent writing and computer skills especially Excel. Prior knowledge of GIS or any data analysis and visualization software will be considered as added value;
  • Strong analytical skills, observation and analysis capacity;
  • Strong interpersonal skills and ability to cooperate with other team members;
  • Readiness to commit and adhere to the values, mission and vision of INTERSOS;
  • Strong understanding of humanitarian principles;
  • Native Arabic - Excellent written and spoken English;
  • Attention to detail and structured way of approaching tasks;
  • Ability to plan ahead and in a goal-oriented way;
  • Ability to ensure quick quality delivery in a stressful environment;
  • Ability to adhere to deadlines and respect line management; 
  • Ability to deal with heavy work pressure.
