MSIY uses a combination of local knowledge and innovation to adapt our services to the situation on the ground and expand our activities to meet the changing needs of people living through the conflict.

The Project Officer is responsible for coordinating the projects at governorate level and providing operational support to the members of the project team. The Project Officer is responsible for project inputs in consultation with their manager, the South Regional Manager, who leads MSIY’s operations in the south, to support the project strategy. The Project Officer will ensure quality and timely implementation of the planned activities, in line with the given budget to ensure quality, effectiveness, and efficiency of MSIY’s work. The Project Officer will work closely with the Programmes Department, Technical Services Departments, and the Director of Operational Excellence to ensure the smooth, timely implementation of all project activities.

Key Responsibilities

Planning

  • Ensure robust planning and project management processes are in place. 
  • Ensure that activities are appropriately planned, and that delays and constraints are documented on a timely basis and that solutions identified and challenges beyond them are escalated to senior management.
  • Work with the Medical Development Team to ensure training and quality activities are scheduled and on time with workplan and donor expectations.
  • In partnership with the Director of Operational Excellence, coordinate the project’s strategic, technical, financial, and operational planning.

Effective project management, compliance, and project reporting

  • In coordination with the Finance department and consultation with the Director of Operational Excellence and Programmes Director ensure accurate phased budgets are prepared, monitor financial and accounting transactions making sure everything is in line with the budget, and reporting in time and according to the donor relevant templates and system.
  • Work in partnership with the Director of Operational Excellence to contribute to all communications with donors, including ensuring project reports are timely, accurate, are completed to an excellent standard, consistent with MSIY’s messaging and positioning.
  • Effectively manage the project in line with donor and MSI guidelines to achieve expected deliverables within budget. 
  • With support from the Director of Operational Excellence, ensure all donor funded activities adhere to donor compliance standards and global MSI policies as part of the broader risk management strategy.
  • Manage project risks with appropriate mitigation strategies.

Coordination and representation

  • Coordinate with relevant local authorities, community leaders, and other relevant key stakeholders such as INGOs, local NGOs, educational institutes and community-based organisations in the implementation of the project.
  • Represent MSI in a professional manner in programming matters with external stakeholders. 

Monitoring and evaluation

  • Work with the Monitoring and Evaluation Manager to collect data for reporting. Ensure data collected is entered, cleaned, and analysed 
  • Work in partnership with the Monitoring and Evaluation Manager to ensure effective implementation of all monitoring and evaluation activities for the projects.

General

  • Comply with MSI’s policies and practices with respect to Safeguarding, code of conduct, anti-fraud and bribery, health and safety, and other relevant policies and procedures.
  • Perform other tasks as required by your line manager.

Skills and Experience

  • 3-4 years of experience working within a project management-focussed role in either commercial or non-governmental sector.
  • Experience in all aspects of project management and implementation of donor-funded projects.
  • Knowledge of monitoring and evaluation methods and processes
  • Experience in health projects, ideally reproductive health. 
  • Experience in budget management. 
  • Knowledge of and experience with conflict-sensitive methods, particularly the Do-No-Harm approach.
