Background

Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet & Raymah with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.

Job Purpose:

This pivotal role involves overseeing the implementation of CCCM activities in Al-Qanawis, Ad-Durayhimi, Alluhayah, Bayt Al-Faqih, Jabal Ras, and Al-Jarrahi districts – Hodeidah Governorate.
This position contributes to the implementation of the project and ensures optimal quality and impact. S/he works closely with the project technical team and support services. S/he is the direct manager of the project team and responsible for the day-to-day management, supervision, and provision of regular support to the project team in the targeted areas.

Duties and Responsibilities: 

  • Monitor and follow up on project activities ensuring adherence to technical guidelines, JAAHD’s policies, humanitarian and donor standards, and project plans.
  • Supervise field monitors, guide them in their tasks including preparation of work plans and quality control of outputs.
  • Prepare, review and submit the community-based projects and infrastructure and maintenance projects and coordinate with relevant agency for approval and implementation.
  • Represent JAAHD in meetings and correspondence with stakeholders, local authorities, and relevant humanitarian agencies.
  • Liaise and coordinate with humanitarian partners and stakeholders in IDP sites, and compile regular reports on their activities.
  • Establish community committees in targeted IDP sites ensuring the participation of women, youth, and marginalized groups.
  • Ensure participation and inclusion of women, youth, people with specific needs, and marginalized groups in all activities.
  • Build the capacity of the team to perform their jobs efficiently and enhance their professional skills through effective leadership.
  • Organize and support training for community committees, humanitarian agencies, and community members on various relevant topics.
  • Assist with assessments of IDP sites and physical infrastructure needs in coordination with project engineers.
  • Supervise the regular assessments of IDP site infrastructure and ensure beneficiary participation.
  • Review and ensure the accuracy of need assessment reports and field visit reports.
  • Prepare and submit purchase requests related to project activities, and support logistics in technical review of bids.
  • Establish and enforce safety and security measures for project activities and ensure compliance with JAAHD and donor procedures.
  • Promote and adhere to JAAHD’s PSEA policies and any codes of conduct in place.
  • Support community mobilization efforts and awareness campaigns as needed.
  • Organize and chair regular meetings between community representatives and humanitarian agencies, documenting minutes and attendance.
  • Support the establishment of complaints and response mechanisms (CRM) in targeted sites, manage data, handle referrals, and ensure feedback is provided.
  • Ensure timely and accurate submission of reports and data by the CCCM team.
  • Work with IM Officer and the Reporting Officer to submit required documents as per the project plan.
  • Maintain open communication with field monitors, community committees, beneficiaries, stakeholders, and authorities.
  • Ensure activities consider gender, protection, and GBV concerns.
  • Ensure accurate record-keeping of project documentation and timely reporting to the line manager.
  • Any other relevant duties as required.

Qualifications and Requirements:

  • University Degree in Engineering, Human Sciences or any relevant field.
  • At least three years of experience in CCCM intervention.
  • Ability to supervise team members and plan and manage team workloads.
  • Excellent team-working and communication skills.
  • Strong written and spoken Arabic and English skills.
  • Knowledge of multi-sectoral humanitarian response, including Protection, WASH, Shelter, and emergency distribution is required.
  • Good skills with basic software, such as MS Word, Excel, and PowerPoint.
  • Good communication skills are essential, both verbal and written, with excellent command of English.
  • Attention to details, accuracy and structured way of approaching task.
