Background
Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet & Raymah with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.
Job Purpose:
This pivotal role involves overseeing the provision of shelter solutions for IDPs and host communities in Alluhayah and Al-Jarrahi Districts, and house rehabilitation assistance for returnees in Al-Hali District - Al Hodeidah Governorate. This position contributes to the implementation of the project and ensures optimal quality and impact. S/he works closely with the project technical team and support services. S/he is the direct manager of the project team and responsible for the day-to-day management, supervision, and provision of regular support to the project team in the targeted areas.
Duties and Responsibilities:
- Responsibility of monitoring and following up on project activities and ensuring that activities implementation is in line with technical guidelines, JAAHD’s policies, humanitarian and donor standards and is in accordance with the project plan and objective to be achieved in a timely and with the quality required manner.
- Coordination and representation of JAAHD in meetings and correspondence with stakeholders and local authorities, especially at the administrative level and with the relevant humanitarian agencies working in the area.
- Supervise and follow up the field monitors and guide them to carry out their assigned tasks, and provide oversight of daily laborers, including preparation of weekly work plans and quality control / checking of outputs.
- Build the capacity of the team to learn the skills and necessary knowledge to perform their jobs efficiently and enhance their professional capacity through successful team leadership.
- Coordinate with HR sector regarding the employment of casual laborers in accordance with the procedures and policies of the Association.
- Participate in selecting and hiring casual laborers, prepare all documents related to financial transactions in accordance with the association's procedures and policies, and ensure that their dues are received.
- In liaison with project engineers, assist with assessments of houses and physical infrastructure needs as required.
- Assist with the site supervision and monitoring of contractors and/or daily labour work teams during rehabilitation, distribution, and maintenance works, ensuring quality and timely implementation.
- In liaison with the MEAL staff, field monitors, and project engineers, ensure that lists of beneficiaries match the target criteria.
- Review reports of need assessments or field visits and ensure that the reports reflect the actual needs.
- Prepare and submit purchase requests related to the requirements of implementing the project activities.
- Support Logistics Department in technical review of bids by suppliers or contractors.
- Support the development of weekly and monthly project work plans for the team and follow up to ensure targets are met.
- Submit weekly reports on project progress, achievements, and proactively flag problems and challenges to Program Manager.
- Ensure that project target beneficiaries most in need and explore and assess new and better ways to assist.
- Oversee the distribution of shelter and NFIs activities and ensure they are in line with the criteria of shelter cluster in Yemen.
- Work with IM staff and the Reporting Officer to submit all required documents within the time of implementing the project and according to the work plan.
- Ensure that project activities are well coordinated with M&E staff based on applied data collection tools and data flow mechanisms.
- Establish safety and security measures for each activity and ensure that these rules are respected by the workforce under his/ her supervision and by the population.
- Consider gender, protection, and GBV concerns in all aspects of activities.
- Promote and adhere to JAAHD’s Prevention of Sexual Exploitation and Abuse (PSEA) policies, and any codes of conduct in place.
- Ensure consultation with community representatives (including women) during all project implementation phases in collaboration with project team.
- Ensure participation and inclusion of women, youth, people with specific needs, and marginalized groups in all aspects of programming.
- Implement activities in compliance with JAAHD internal procedures and donor procedures.
- Contribute to accurate record keeping of project documentation in soft and hard copy.
- Keep in close touch with the donor (YHF).
- Maintain open lines of communications with all field staff, beneficiaries, stakeholders and authorities.
- Any other relevant duties as required.
Qualifications and Requirements:
- University Degree in Engineering, Human Sciences or any relevant field.
- At least three years of experience in Shelter intervention.
- Ability to supervise team members and plan and manage team workloads.
- Excellent team-working and communication skills.
- Strong written and spoken Arabic and English skills.
- Good skills with basic software, such as MS Word, Excel, and PowerPoint.
- Good communication skills are essential, both verbal and written, with excellent command of English.
- Attention to details, accuracy and structured way of approaching task.
