2.    Job Profile

The Protection Technical Coordinator will oversee and manage the implementation of all protection activities in RI Yemen. The Coordinator will ensure adherence to project plans, particularly work, spending, and procurement plans. The Protection Technical Coordinator will ensure that all staff follow international technical standards and guidelines, including donor regulations and compliance, to deliver high-quality programming in a timely manner. The Protection Technical Coordinator will directly coordinate with other project staff. The Protection Technical Coordinator will be a key link between field staff, sector managers, and technical advisors, as well as a focal point for local and national authorities, when necessary and appropriate, on all Protection-related activities.  

3.    Key responsibilities 

Program Management, Technical Quality

  • Provide ongoing leadership, training, and guidance to Protection staff to ensure programming meets the best minimum standards and prioritizes the security of beneficiaries and staff. 
  • Provide direct supervision to key project staff members, including Women’s Center Officers, Social Workers, and the Protection Project Assistant, through weekly meetings/check-ins, regular field visits, development and follow-up of work plans, and performance appraisals  
  • Support direct supervisees with the day-to-day management of field staff/indirect supervisees, flagging any protection concerns to the sector or area managers 
  • Lead the development of coordination and referral mechanisms to ensure GBV survivors can access health care in a timely manner.
  • Promote and teach good practice regarding rapid protection and GBV case management and psychosocial support 
  • Liaise with the Health Programme Manager to help provide support in terms of health services to GBV Survivors.
  • Collaborate with the Program Manager, Health TA, and DCD-Program to implement the staff training plan for Protection Team members.
  • Oversee and when necessary, conduct training for community and service providers
  • Provide guidance and technical support to teams through regular field monitoring visits.
  • Ensure training and ongoing capacity building of staff on Protection and project management skills with a specific focus on building the capacity of local staff 

Program Development

  • Develop a country sector strategic plan for Yemen, ensuring that program growth and start-up are in line with Yemen’s Strategic Action Plan
  • Actively contribute to broader strategic planning processes in Yemen, ensuring that protection interventions and related initiatives are taken into account
  • Lead the implementation of the protection component of the country strategy
  • As the link for the Regional and Global protection Referents, participate actively the regional and global protection forums, technical working groups and roll out the best practices in the mission

Learning, and Analysis

  • Coordinate with the MEAL team to implement strong monitoring and evaluation systems
  • Provide trend analysis on areas where protection is implemented to improve services and advocacy for women and girls. 
  • Carry out capitalization / consolidation of the lessons learnt, best practices in the sector

Coordination & Representation

  • Develop and maintain effective working relationships with all stakeholders – local authorities, including community leaders, NGOs, UN agencies, Local Partners, and other RI sectors to enhance multi-agency and multi-sectoral cooperation and coordination.
  • Advocate for women and girls, with feedback from women and girls, in external meetings
  • Represent RI in the external in-country coordination forums / technical working groups related to the protection sector. 

4.    Job Requirements

Education   

Must have a university degree in social work, gender studies, or social science, with significant relevant work experience in conflict-affected areas.

  • Excellent GBV case management skills and have provided direct case management to survivors of GBV,
  • Experience in similar roles in humanitarian work
  • Demonstrated leadership, communication, and facilitation skills.
  • Excellent coordination and networking skills.
  • Willingness to travel extensively throughout project sites.
  • Willingness to learn quickly and follow technical guidance 
  • Experience in proposal writing and donor requirements.
  • Excellent interpersonal, communication and problem-solving skills
  • Excellent computer skills in programs such as MS Word, Excel, and PowerPoint

Languages

  • Fluency in English 

Ability to Travel: 50% of the time
