NURSING TEAM SUPERVISOR (Neonatal department), External   

Médecins Sans Frontières (MSF) is an International, independently funded, non-profit, humanitarian medical organization that offers assistance to populations in distress, to victims of natural and man-made disasters and to victims of armed conflict without discrimination and irrespective of race, religion, creed or political affiliation. MSF has decided to support the healthcare system in Taiz by opening “Mother and Child Healthcare Hospital” and “Trauma Centre”; As a result, MSF is currently recruiting for the following position based in Taiz:

Job Title:  NURSING TEAM SUPERVISOR  مشرف فريق التمريض                                                                     
Maternity Cover: 4 months
Location: MSF– Houban, Taiz Governorate

Main purpose

Plan, organize, manage and evaluate the activities and resources i.e. human and material, that concern his/her assigned medical department.  Work in accordance to MSF’s values, policies, protocols and universal health standards, in order to warrant the quality and continuity of the health care activities provided to patients.   

Accountabilities

• Provide day-to-day supervision of the department in close collaboration with their line manager, including medical management, staff management, supply and stock management, and program evaluation.
• Organize and coordinate the activities of his/her department team and to include  monthly roster/week’s schedule, annual leave, absences, etc., in order to ensure the coverage of human resources and the quality of health care activities are maintained in the department and hospital 
• Identify and ensure that the training needs of the department’s staff are being met and supported at both a team and individual level
• Undertake and support the annual and as required staff evaluations
• Ensure that the quality of patient care is maintained, through the delivery and adherence to MSF and/or any other agreed protocols i.e. national guidelines 
• Report any medical near miss or adverse medical incidents and support the follow up of any identified actions by their line manager
• Ensure that good IPC, waste segregation and hygiene standards are maintained and followed by the staff team, caretakers and visitors within the department 
• Carry out and/or supervise the pharmacy/drug and control drug cabinet and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.) in his or her department/ward, in order to satisfy the needs of material with efficiency and effectiveness.
• Carry out the functions and tasks associated to his/her specialty (perform as a nurse) whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience. 
• Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-making. Give feedback/ reports to line manager and expat  medical supervisors. 
• Help the expat and national staff team to understand health seeking behavior, access and barriers to health care. 
• Ensure that the dignity and culture of the patients/caregivers are respected and that professional staff/caretaker and patient interaction is maintained at all times 
• Staff are not allowed to chew QAT during working hours.
• Under no circumstances are firearms/weapons allowed in MSF vehicles or on MSF premises.
• The above-mentioned activities and responsibilities are not exhaustive, and staff may be assigned additional responsibilities or tasks as required by their line manager. 

Requirements

Education:    

• Essential nursing diploma after secondary school 
• Desired Bachelor in Nursing.
• Valid Nursing license is essential.

Experience:    

• Essential working experience of at least two years in nursing activities related jobs.
• Experience in nursing supervision

• English and Arabic essential.

 المهام الرئيسية  

تخطيط وتنظيم وإدارة وتقييم الأنشطة والموارد، أي البشرية والمادية، التي تخص القسم الطبي المخصص له / لها. العمل وفقًا لقيم منظمة أطباء بلا حدود والسياسات والبروتوكولات والمعايير الصحية الشاملة ، من أجل ضمان جودة واستمرارية أنشطة الرعاية الصحية المقدمة للمرضى.

المسؤوليات :

توفير الإشراف اليومي للإدارة بالتعاون الوثيق مع المدير المباشر ، بما في ذلك الإدارة الطبية ، وإدارة شؤون الموظفين ، وإدارة الإمدادات والمخزون ، وتقييم البرنامج.

• تنظيم وتنسيق أنشطة فريق القسم الخاص به / بها وإدراج الجدول الشهري / الأسبوعي، والإجازات السنوية، والغياب، وما إلى ذلك من أجل ضمان الحفاظ على تغطية الموارد البشرية ونوعية أنشطة الرعاية الصحية في القسم والمستشفى.
• تحديد وضمان تلبية الاحتياجات التدريبية لموظفي القسم ودعمها مستوى الفريق والفرد على حد سواء.
• إجراء ودعم التقييمات السنوية بحسب ما هو مطلوب من الموظفين.
• ضمان الحفاظ على جودة رعاية المرضى، من خلال التسليم والالتزام مع أطباء بلا حدود و / أو أي بروتوكولات أخرى متفق عليها، مثل المبادئ التوجيهية الوطنية.
• الإبلاغ عن أي حالة طبية قريبة أو حوادث طبية ضارة ودعم متابعة أي إجراءات محددة من قبل المدير المباشر.
• التأكد من أن يتم الحفاظ على حُسن مكافحة العدوى، ومعايير فصل النفايات والنظافة الشخصية واتباع فريق الموظفين لذلك والقائمين على رعاية الموظفين والزوار داخل القسم.
• التنفيذ / أو الإشراف على طلبيات الصيدلية / الادوية ومراقبة مخزون الادوية المخدرة وإدارة المعدات الطبية (طلب الادوية، ومتابعة المخزون، وظروف التخزين، والجرد، ومتابعة الأدوية المنتهية الصلاحية واتلافها، واستهلاك الأدوية ... الخ (في القسم، من أجل تلبية احتياجات المواد بكفاءة وفعالية.
• القيام بالوظائف والمهام المرتبطة بالتخصص الخاص بها / به (أداء العمل كممرض) عند الحاجة أو الضرورة، من أجل تحسين الموارد، والمساهمة بمعرفتها/ـه وخبرتها/ـه.
• تنفيذ و/   تنسيق إدارة القسم (استمارة الخروج، نقل الأوراق ... إلخ)، وجمع المعلومات والبيانات (ملفات المرضى، النماذج، الإحصائيات، إلخ)، وإعداد التقارير المنتظمة من أجل الحصول على معلومات جديدة موثوقة حول النشاط اليومي في المشروع والمخرجات / النتائج ودعم اتخاذ القرار، وتقديم الملاحظات / والتقارير إلى المدير المباشر والمشرفين الطبيين الوافدين (المشرفين الأجانب).
• مساعدة فريق الوافدين (المشرفين الأجانب) والموظفين المحليين على فهم سلوك التماس الرعاية الصحية والوصول إلى الحواجز والعوائق التي تعوق الرعاية الصحية.
• ضمان احترام كرامة وثقافة المرضى / ومقدمي الرعاية وضمان الحفاظ على الموظفين الفنيين / المعاونين والتفاعل مع المرضى في جميع الأوقات.
• غير مسموح لطاقم العمل بتناول القات خلال ساعات الدوام.
• غير مسموح وتحت أي ظرف إدخال وحيازة اسلحة نارية على سيارات أطباء بلا حدود أو مبانيها. 
• المهام أعلاه ليسـت ثابتة ويمكن إسناد مهام أخرى إذا تطلب الأمر. 

 المتطلبات 

 أساسي.

• دبلوم بعد الثانوية تخصص تمريض 
• يفضل شهادة بكالوريوس في التمريض. 

 المؤهل التعليمي:

• رخصة مزاولة مهنة سارية المفعول- أساسي.  
• خبرة عملية لمدة سنتين على الأقل في أنشطة متعلقة بالتمريض.

الخبرة: 

• خبرة في مجال الإشراف    

اللغات : 

• أساسية اللغتين العربية والإنجليزية.
