The Climate Change, Water, Environment and Energy (CCEE) Unit leads the design and implementation of a growing portfolio of projects funded by the Global Environment Facility (GEF), the Green Climate Fund (GCF), bilateral and multilateral partners, focusing on climate change, biodiversity conservation, sustainable natural resource management, and sustainable energy.</p><br> <p>The Climate Change, Water, Energy & Environment Unit works to support achievement of UNDP strategic objectives to create a world where people and planet thrive together, and to help the Country Office act with both ambition and scale to address urgent problems facing the country, as well as the deteriorating global climate conditions. Programme unit staff assist the Country Office in formulating and implementing programme strategies that go beyond solving immediate development challenges to create future smart and integrated systemic changes in resilience and capacity building within the country. The CCEE portfolio includes upstream policy support (e.g. NAP, NBSAP, LT-LEDS), project development pipelines (GEF/LDCF/GBFF/GCF), and downstream implementation of complex, multi-sectoral interventions across Yemen. Operating in a high-risk context, the unit integrates UNDP Social and Environmental Standards (SES), gender equality, stakeholder engagement, and conflict-sensitive approaches across all programming.</p><br> <p>To support the expanding portfolio, UNDP Yemen is recruiting a Programme Analyst (NOB). Reporting directly to the Team Leader, the Programme Analyst will provide high-level analytical, programmatic, and operational support, ensuring the effective delivery of the portfolio and maintaining strong coordination with national partners, including the Ministry of Water and Environment.</p><br> <p>Under the overall guidance of the CCEE Team Leader, the Programme Analyst provides substantive technical and analytical support to the implementation, monitoring, and management of the CCEE portfolio.</p><br> <p>The Programme Analyst contributes to the effective delivery of projects by supporting programme implementation, strengthening monitoring and evaluation processes, and ensuring the quality and consistency of reporting in line with UNDP corporate standards and donor requirements. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><br></p><p>Overall purpose of the role: The Economic Recovery Coordinator provides overall technical leadership, and coordination to DRC s economic recovery programming in Yemen, including food security, decent livelihoods, and financial inclusion, with cross-cutting technical support on CVA, market system development and climate-sensitive natural resource management. The Economic Recovery Coordinator has the overall responsibility for designing, coordinating, supporting, and representing DRC's Economic Recovery program in Yemen in external coordination mechanisms (as well as a member of the Cash Consortium for Yemen) and for providing technical guidance and strategic directions to DRC teams operating across the country.</p><p>Duties and Responsibilities:</p><p>Technical Oversight</p><ul><li>Develop economic recovery program strategy and priorities based on thorough understanding of needs and context, aligned with DRC s mandate and regional/global strategies. <p>Mercy Corps has developed a Crisis Analysis function to support our programming in the most complex contexts, including Syria, Lebanon, Palestine, Ukraine, and others. The Crisis Analysis supports Mercy Corps in-country programming as well as the wider humanitarian response in the region through the provision of quality, timely and relevant analytical products. This analysis is grounded in Mercy Corps position as an operational NGO, keeping our products constructive and relevant for humanitarian, early recovery, and development responders and donors within a given crisis.</p><p>The Lead Analyst will provide strategic analytical leadership for Mercy Corps Crisis Analysis work in Yemen. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country.<br> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture.</p><br> <p>UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency.</p><br> <p>RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance.</p><br> <p>LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. <p><b>About the job</b></p><p><br></p><p>Overall purpose of the role:</p><p><br></p><p>The Deputy Chief of Party (Programmes) will provide strategic leadership and oversight of the implementation of the Cash Consortium of Yemen (CCY) programme, ensuring the effective, efficient and harmonised delivery of Multi-Purpose Cash Assistance (MPCA) and livelihoods interventions across Yemen. Reporting to the Chief of Party, the DCOP will be responsible for translating the consortium's strategic objectives into high-quality programme implementation, while maintaining the technical excellence, consistency and accountability that define the CCY approach.</p><p><br></p><p>The DCOP will oversee the consortium's programme delivery functions, providing direct supervision to the MEAL, Information Management and Economic Recovery teams to ensure integrated programme management, evidence-based decision-making and adaptive programming. Description </p><br> <p>Yemen continues to face a severe humanitarian and development crisis driven by prolonged conflict, economic decline, and institutional fragility. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country. </p><br> <p> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture. </p><br> <p> UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency. </p><br> <p> RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance. </p><br> <p> LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds. </p><br> <p> SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br> <p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br>
<p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. The proposed initiative is designed as a timely response that aligns with the Kunming–Montreal Global Biodiversity Framework (GBF) Targets: it will promote integrated spatial planning (Target 1) to curb biodiversity loss, drive coastal ecosystem restoration of degraded mangroves, and lagoons (Target 2), expand conserved areas and ecological connectivity along the coast (Target 3) and ensures that conservation is coupled with the sustainable use of biodiversity by IPLCs (Target 5).</p><br>
<p><strong>The GBFF project Objective and Strategies</strong></p><br>
<p>The suggested project Objective is to enhance biodiversity conservation in Yemen’s coastal governorates (Shabwah, Hadramaut, Lahj, and Taiz) by establishing protected area network, restoring critical coastal ecosystems, and empowering local communities. The Objective is going to be achieved through implementation of four project strategies (Components):</p><br>
<p>Component 1: Strengthening coastal and marine ecosystem conservation in Yemen through the establishment of new Protected Areas;</p><br>
<p>Component 2: Restoration of coastal ecosystem having high biodiversity conservation, economic, and adaptation value;</p><br>
<p>Component 3: Blue and green livelihoods for coastal IPLCs contributing to biodiversity conservation and ecosystem restoration; and</p><br>
<p>Component 4: Awareness campaign, knowledge management, and lessons learning.</p><br>
<p>UNDP seeks to recruit an Admin and Finance Associate to support the implementation of the project described above.</p><br>
<p><strong>2- Scope of Work</strong></p><br>
<p>Under the direct supervision of the Project Manager, the Admin & Finance Associate will provide support and services ensuring high quality, accuracy, and consistency of work. GENERAL SCOPE The rapid adoption and expansion of information and communications technologies (ICTs) across public and private institutions have fundamentally transformed the way governments, businesses, and individuals interact. This ongoing digital transformation offers significant opportunities for economic growth, innovation, and improved service delivery, while simultaneously giving rise to complex legal, regulatory, and security challenges. In this context, the development, modernization, and effective implementation of e-transactions legislation have become a critical priority for governments worldwide to ensure legal certainty, trust, and security in digital environments. Across the Arab region, several countries have made notable progress in establishing legal frameworks governing e-transactions, trust services, data protection, cybersecurity, and related areas. Nevertheless, the continuous emergence of new digital applications such as cloud computing, mobile platforms, digital identity systems, and artificial intelligence (AI) has requested countries to continuously upgrade those laws to align with the best international practices and the evolving requirements of the digital age. At the global level, the UN continues to promote the responsible, inclusive, and trustworthy use of emerging technologies in support of sustainable development. In September 2024, during the Summit of the Future, world leaders adopted the Pact for the Future, together with its annexes the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC underscores the importance of digital trust, secure and interoperable digital systems, and effective digital governance. These objectives depend fundamentally on robust e-transactions legislation that provides legal recognition to e-communications, signatures, trust services, and contracts mechanisms, thereby enabling safe participation in the digital economy. The UN ESCWA has a long-standing engagement in supporting its member States in the field of cyber legislation. In 2007, UN ESCWA published the study Models for Cyber Legislation in UN ESCWA Member Countries , which reviewed regional and international legal developments and introduced practical templates for assessing and reforming national cyber laws. The objective of those templates is to support Arab countries in drafting and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA remains committed to assisting member States in strengthening legal and institutional capacities related to the digital and emerging technologies. Recently, the Ministry of Telecom and Information Tech (MTIT) in Yemen requested UN ESCWA s advisory services to develop e-transactions and trust services law aligned with international standards and regional best practices. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in the area of e-transactions and trust services, with a particular focus on the Yemeni legal and institutional context. The consultant shall use as primary reference frameworks the ESCWA Cyber legislation directives, UNCITRAL Model Law on Electronic Commerce (1996), the UNCITRAL Model Law on Electronic Signatures (2001), and the UNCITRAL Model Law on Electronic Transferable Records (2017), supplementing these with the EU eIDAS Regulation and relevant Arab country implementations. For the purposes of this consultancy, 'trust services' include: qualified electronic signatures and seals, electronic timestamps, electronic registered delivery services, website authentication certificates, and preservation services for electronic signatures, consistent with the eIDAS framework or its functional equivalent. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws. The provision of this advisory service, including the scope of work and expected outputs, is outlined in these Terms of Reference III. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report on e-transaction law. To produce the draft report, the consultant is requested to conduct, among others, the main following tasks: 1. Benchmarking and Best Practices Review current national laws related to digital and emerging technologies in Yemen; Review best regional and international practices in e-Transaction and trust services law (at least 2 selected regional and 2 international cases) and justification for case selection provided in the report; 2.
