Terms of Reference (TOR) for field site supervisor
Project: Integrated Response Project for Food Security, Livelihoods, Health and Water, Sanitation and Hygiene Response Program for Vulnerable Groups in Taiz Governorate - Yemen
Location: Al-Shamaytain District, Taiz Governorate, Yemen
General Objective of the Project:
This project aims to improve food security, livelihoods, health, and access to water, sanitation, and hygiene (WASH) services for vulnerable populations in Al-Shamaytain District. The project will involve the rehabilitation and construction of 30 community assets, including stone pavement projects.
Scope of Work:
The field site supervisor will be responsible for the following tasks:
- In collaboration with the Project Assistant and Project Officer, engage with the community committee to register and verify beneficiaries based on established selection criteria.
- Oversee and monitor the implementation of all field work related to stone pavement projects, ensuring adherence to technical specifications, work plans, and schedules.
- Provide technical support and guidance to the community, motivating and educating them about project objectives and procedures.
- Thoroughly understand all project-related documents for each site, including bills of quantities, work plans, feasibility studies, and monitoring and evaluation plans.
- Conduct daily field visits to monitor progress, provide guidance to beneficiaries, and ensure worker attendance (including gender breakdown) for the cash-for-work program.
- Adhere to the agreed project work plan, implement the project according to schedule, and promptly report any delays or deviations.
- Participate in establishing operation and maintenance committees and prepare and educate beneficiaries about project maintenance and operation before project completion.
- Manage warehouse inventory and prepare a report on material movement and exchange orders.
- Perform other related tasks and duties as assigned by the supervisor.
Deliverables:
The field site supervisor will be required to deliver the following Reports:
- Submit daily, weekly and final completion reports to the assigned engineer and/or project officer.
- Assist project engineers in preparing and finalizing the comprehensive project report, including before, during and after photos, upon completion of the initial handover.
- Support the collection and documentation of project impact stories, successes and relevant materials (reports, photos, videos) to illustrate program effectiveness.
Selection Criteria:
The field site supervisor will be selected based on the following criteria:
- Minimum of 2 years of experience working with NGOs/INGOs on similar projects involving construction and community development.
- Strong experience in supervising construction work, particularly stone pavement projects, and ensuring adherence to technical specifications.
- Proven ability to work effectively with community committees, community leaders, and field teams.
- Excellent communication, interpersonal, and negotiation skills.
- Proficiency in report writing and data collection.
- Strong organizational skills with the ability to manage multiple tasks and prioritize effectively.
- Ability to work independently and as part of a team in a challenging environment.
- Flexibility and adaptability to diverse work conditions.
- Strong commitment to humanitarian principles and a passion for improving livelihoods.

يهدف هذا المشروع إلى تحسين الأمن الغذائي وسبل العيش والصحة والحصول على خدمات المياه والصرف الصحي والنظافة الصحية للسكان الضعفاء في مديرية الشمايتين. وسيتضمن المشروع إعادة تأهيل وبناء 30 أصلًا مجتمعيًا، بما في ذلك مشاريع الرصف الحجري.
نطاق العمل:
سيكون مشرف الموقع الميداني مسؤولا عن المهام التالية:

- القيام بإجراء زيارات ميدانية يومية لرصد التقدم، وتقديم التوجيه للمستفيدين، وضمان حضور العمال (بما في ذلك التوزيع حسب الجنس) لبرنامج النقد مقابل العمل.
- الالتزام بخطة عمل المشروع المتفق عليها، وتنفيذ المشروع وفقًا للجدول الزمني، والإبلاغ الفوري عن أي تأخير أو انحرافات.
- المشاركة في إنشاء لجان التشغيل والصيانة وإعداد وتثقيف المستفيدين حول صيانة المشروع وتشغيله قبل إنجاز المشروع.
- إدارة مخزون المستودعات وإعداد تقرير عن حركة المواد وأوامر الصرف.

التقارير المطلوبة :
سيطلب من مشرف الموقع الميداني تقديم التقارير التالية:
- تقديم تقارير الإنجاز اليومية والأسبوعية والنهائية إلى المهندس المعين و/أو مسؤول المشروع.
- مساعدة مهندسي المشروع في إعداد ووضع اللمسات الأخيرة على تقرير المشروع الشامل، بما في ذلك الصور قبل وأثناء وبعد، عند الانتهاء من التسليم الأولي.
- دعم جمع وتوثيق قصص تأثير المشروع والنجاحات والمواد ذات الصلة (التقارير والصور ومقاطع الفيديو) لتوضيح فعالية البرنامج.
معايير الاختيار:
سيتم اختيار مشرف الموقع الميداني بناء على المعايير التالية:
- الحد الأدنى سنتين من الخبرة في العمل مع المنظمات غير الحكومية/المنظمات الدولية غير الحكومية في مشاريع مماثلة تنطوي على البناء وتنمية المجتمع.
- خبرة قوية في الإشراف على أعمال البناء، وخاصة مشاريع الرصف الحجري، وضمان الالتزام بالمواصفات الفنية.
- إثبات القدرة على العمل بفعالية مع لجان المجتمع، وقادة المجتمع، والفرق الميدانية.
- مهارات الاتصال والتعامل مع الآخرين، والتفاوض ممتازة.
- الكفاءة في كتابة التقارير وجمع البيانات.
