Background

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Yemen facilitates humanitarian action across the county. OCHA mobilizes and coordinates principled humanitarian response in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies, advocates the rights of people in need, supports emergency preparedness and response, and facilitates sustainable solutions for vulnerable people adversely affected by conflict and natural disasters. OCHA supports the work of the Humanitarian Country Team (HCT), the Inter-Cluster Coordination Mechanism (ICCM) national authorities, and other humanitarian partners including NonGovernmental Organizations (NGOs) in Yemen. 
Under the guidance and supervision of the Head of Sa’ada Hub or Direct Supervisor, the Driver provides reliable and safe driving services ensuring high accuracy of work. The Driver demonstrates a client-oriented approach, a high sense of responsibility, courtesy, tact, and the ability to work with people of different nationalities and cultural backgrounds. The Driver will be providing driving services to the operations and program staff in the CO, Consultants, Experts, and UN staff on a mission and or field hubs.

Position Purpose
The position is expected to provide direct support to Sa’ada Sub Office. The driver will provide a reliable and secure driving service for UNOCHA personnel while making sure of proper use of the vehicle and day-to-day maintenance of the assigned vehicle. The Driver will also make sure of the proper use of all official fleet documents/ supplies and provides administrative support to the office as needed.
Under the guidance and supervision of the head of the sub-office /or another direct supervisor, the Driver provides reliable and safe driving services ensuring high accuracy of work. The Driver demonstrates a client-oriented approach, a high sense of responsibility, courtesy, tact, and the ability to work with people of different national and cultural backgrounds. 
The Driver provides driving services to Sa’ada Office management, operations and program staff, consultants and experts, and UN staff on mission.
Duties and Responsibilities
1. Provide reliable and secure driving services using office vehicles for Country Office to programmes and operations staff, experts and consultants, and UN officials and visitors..
  • Transport authorized personnel and staff, delivery, and collection of mail, documents, and other items as required. 
  • Pick up and drop off the staff during all working days and drive them on official trips in and outside the city as directed by the direct supervisor and according to the security and UN rule and procedures.
  • Remain flexible for traveling outside the city and working additional working hours if required.
  • Full compliance with the implementation of all security measures for the passengers and the Vehicle during all trips regardless of the location or the travel destination.
  • Follow all traffic rules, regulations, and laws at all times. 
  • Report immediately to the direct supervisor of any accidents, or mechanical failure occurring. 
  • Use radio communication, carry out tasks as directed by the supervisors, and remain vigilant and professional all the time.
2. Ensure cost-saving through proper use and day-to-day maintenance of the assigned office vehicle.
  • Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely oil changes, check of tires, brakes, car washing, etc, as recommended by the supervisor.
  • Accurate maintenance of daily vehicles, and provision of inputs to preparation of vehicle maintenance plans and reports. 
  • Maintain accurate vehicle logbook records with all information.
  • Economic Driving (Eco – Driving)
3. Ensure availability in the assigned vehicle of all the required documents, supplies, and necessary spare parts
  • Keep current in vehicle documents such as vehicle insurance, vehicle logs, office directory, and map of the city/country.
  • Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents. 
  • Ensure vehicle first aid kit is adequately stocked with standard medical supplies

4. To perform some other administration and operation support as and when needed


  • As required, assists in providing services to facilities during events (meetings, workshops, training organized by OCHA) within and outside OCHA premises. 
  • Assists in the computation and preparation of overtime, travel request and other office documents as need.

5. Perform other duties within the incumbent’s functional profile as assigned and deemed necessary for the efficient functioning of the office and Organization.


  • Additional duties may include assisting with pouch, procurement, workshops, and other administrative tasks

Required Skills and Experience

Education:
  • A high school certificate with a valid driving license is required

Experience:
  • A Minimum of 2 years (with high school diploma) of relevant work experience as a driver with a safe driving record is required. 
  • Experience and knowledge of driving regulations, rules and laws skills in minor vehicle repair and maintenance are desirable. 
  • Experience in driving various types of vehicles including Armored vehicles is desirable.
  • Experience in the basic use of computers and relevant office software packages (MS Word, Excel, etc.) and ability to use web-based management and electronic log, file and/or scheduling systems is required.
  • Experience working in Saada City is desirable.

Language Requirements:


  • Fluency in Arabic is required. (UN language and national language of the duty station) 
  • Working knowledge of English is desired.
