GENERAL JOB DESCRIPTION

MAIN PURPOSE: The Site Supervisor Engineer will be based in the field in the targeted districts in multiple Gov. S/he is part of the site management team under the direction of the Project Officer and acts as day-to-day manager on a construction site. S/he is responsible for monitoring the contractor for implementation of the construction/rehabilitation works for WASH, agriculture, education, and health interventions, as well as checking drawings, quantities, ensuring calculations are accurate, and reporting.

DUTIES & RESPONSIBILITIES

  • Supervision and observation of the implementation of the construction/rehabilitation works for WASH, agriculture, education and health interventions by contractor according to the technical studies and timeline plans of work and according to BOQs for the project.
  • Undertake technical assessment and ensure quality and accurate technical specifications are incorporated into the projects' designs specifications.
  • Conduct site visits on daily basis to follow up progress in contractor work and guide the work.
  • Reports of achievement of daily, weekly, and closing to Project officer(s).
  • Follow the agreed-on plan of action, implement the project to schedule, reporting any delays and deviations immediately.
  • Managing safety procedures and measures in the worksite
  • Assist in planning and implementing the other project activities such as community committees forming, training, monthly meetings, etc.
  • Participate with the project team in implementing any other activities as per request from the Project officer(s) and assist in delivering project results and program progress.
  • Support the collection and documentation of impact and success stories and documenting the project (Reports + pictures and video), in order to show the mechanism of the program.
  • Liaise with stakeholders, including local government, NGOs, and communities, participating in relevant meetings and representing BFD and our programming as appropriate 
  • Any related tasks/duties assigned by the Project Manager or Project Officer.

Core Humanitarian Standards (CHS): The role holder is required to carry out the duties in adherence to the Core Humanitarian Standards, the values and principles outlined in BFD's policies such as Code of Conduct, Prevention of Sexual Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, Anti-Retaliation and other internal policies and guidelines.

Required Qualifications and skills:

  • A bachelor's degree in Civil engineering.
  • Two-year experience in planning and implementation of construction and rehabilitation works of buildings and WASH facilities (NGO experience preferred).
  • Good Knowledge of the Area.
  • Good knowledge of safety standards and legislation related to construction and rehabilitation in Yemen
  • Effective use of computers – Word and Excel and preferably a design and drawing software like AutoCAD.
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Self-motivated, results-driven and excellent sense of organization.
  • Excellent interpersonal and negotiation skills
  • Ability to exercise sound judgment and make decisions quickly and independently
  • Extremely flexible, and have the ability to cope with stressful situations.
