Job Description

PHARMACY SUPERVISOR

Status: Full Time
Location: Sana’a
Contract duration: 1 year, with probation period and possibility of renewal for 2 more years 

Doctors Without Borders / Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics

Main Purpose

Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accordance with MSF standards, protocols and procedures, in order to ensure its efficiency and operating availability.

Accountabilities

  • Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department. 
  • Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates), in order to permanently ensure security stock levels and ensure efficient management of stock. 
  • Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption pattern under budget constraints.
  • Supervising the supply of drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions in order to ensure their therapeutic progression.
  • Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks, and using cold chain when needed. Monitoring and analysing orders of depending pharmacies in order to avoid ruptures of stock or having expired drugs. 
  • Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, performance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities. 
  • Recording all items received and issued in computer (Isystock) and reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalise the budget and to ensure availability. 
  • Assisting in training of nursing staff regarding dispensing of drugs and their side effects

MSF Section/Context Specific Accountabilities

 

  • As a member of the pharmacy coordination team, ensuring technical support to the medical supply processes (by reviewing the medical regular orders from the projects and adjusting the orders based on the available stock and average monthly consumption), according to MSF protocols, national regulations and in cooperation with the supply department.
  • Supporting the pharmacy coordination (Manager and/or Coordinator) in the Monthly Analysis of the mission’s medical stocks and following-up on its action’s points (donations, loans, emergency orders) according to the tasks split to be defined.
  • Providing technical support and supervision to the Central Warehouse staff for identifying medicines and medical material, performing quality checks upon reception and following GSDP in storage conditions and distribution processes.
  • Being the mission focal point for all emergency medical local purchases, liaising with supply team for ensuring that technical requirements are met, for collecting all information requested for HQ validation and for following-up on reception and dispatch processes.
  • Managing the central stock of controlled drugs (Narcotics, Psychotropics and Precursors) with respect to International Regulation and National Legislation. This includes ensuring submission of quarterly reports from all projects to SBDMA, as well as application and follow-up for controlled drugs importation permits, in close collaboration with Supply department.
  • Managing the staff health stock in coordination office and ensuring scheduled revisions of the office, guesthouses and cars First Aid Kits.
  • Providing technical support to the Mobile Emergency Team PMR and Medical Storekeeper for estimating their needs in terms of medical items, for placing their medical order and for all other pharmacy-related activities.

Requirements

Education    

  • Essential: Diploma or bachelor’s degree of pharmacy.
  • Essential: License to practice the profession of pharmacy from medical council 

Experience    

  • At least 2-years certified work experience in a similar or relevant position. Work experience in the humanitarian or public health sectors is an asset.

Languages: English and Arabic essential

Knowledge: Essential computer literacy. Intermediate Excel proficiency is an asset.
