External: MoPHP, GHO, DHO, Health cluster, Nutrition cluster and other NGOs

Contract Details: Fixed Term Contract till 31st December 2024, with possibility of extension based on fund availability and performance

Job Location: Aden with movement to other Governorates where Concern works

 

Job Purpose: 

The Health & Nutrition Programme Manager will lead the planning, implementation, and management of the Health & Nutrition programme, providing managerial and technical oversight to Primary Health Care (PHC) activities in the Yemen program. The Job Holder will collaborate with MoPHP, GHO and DHO to build the capacity of the health workers in Concern’s supported health facilities and will contribute to the health system strengthening. S/He will take lead in programme development for health and nutrition sector, coordinate with relevant authorities for project sub-agreement and internal/external reporting and representing Concern in coordination meetings.  

Key Responsibilities Summary:

Programme Management and Technical Supervision:

  • Provide leadership and strategic direction in the management, implementation, monitoring, evaluation, and reporting of the Health and Nutrition programme within the country programme.
  • Responsible for managing the health & nutrition programme in targeted areas to achieve optimal health and nutrition-seeking behaviour and increased coverage of the CMAM, MIYCF, and PHC programme by national MOH and international guidelines. 
  • Work closely with Authorities and Concern HQ in the approval of medical supplies procurement, management of the drug store and ensure effective utilisation of the medical supplies. 
  • Ensure the preparation of detailed implementation plans and work plans for the health and nutrition programme, in line with donor commitments and programme objectives. 
  • Prepare procurement plans for the purchase of materials and equipment for the health & nutrition team, in line with donor funding. 
  • Manage the health & nutrition programme budget, including preparing budgets, tracking expenditures against approved budgets and proactively addressing over or underspends.
  • Ensure a strong monitoring system is in place and that programme data on key Health & nutrition indicators, and admission trends, including programme coverage, community participation, health and nutrition knowledge and practice, is regularly collected, analysed, reviewed and responded to on an ongoing basis, including through programme and country-wide reviews.
  • Develop an M&E framework and work plan based on the country's strategic health & nutrition plan.
  • Ensure that best practices and international standards are applied to the health and nutrition programme activities as relevant.
  • Provide technical solutions to health & nutrition-related issues facing the population in the areas of operation and contribute to the sector-wide development of standards.
  • Adapt and improve the existing programme on an ongoing basis, based on careful review of monitoring and evaluation findings and discussion with the Programme Director.
  • Provide technical assistance and support to the health & nutrition project officer, Community outreach supervisors and GHO Staff, including support to nutrition surveys i.e. HFA, SMART, SQUEAC and KAP.
  • Support technical training for CMAM, M-IYCF, and IMNCI to Concern staff and GHO Staff in line with Yemeni protocols.

Capacity Building of the GHO staff

  • Provide technical support to GHO/DHO on delivering key components of the Basic Package of health and nutrition services across the country health and nutrition programme. 
  • Organize joint supportive supervision using standard checklists, draw action points from the joint visit and follow the implementation of the action points.  
  • Lead in the identification of needs for capacity-building actions for the health workers and technical support areas and Coordinate with GHO/MOPHP in setting plans for delivery of capacity-building actions such as regular mentoring, training, active participation in coordination meetings etc…
  • Monitor and review the progress of capacity-building activities and prepare the GHO to take full responsibility for the delivery of health care services in the Governorate.
  • Organize and conduct quarterly review meetings with GHO, MoPHP and key stakeholders to discuss the achievements, challenges and plan for the subsequent quarters. 

Human Resources: 

  • Support the management of the health & nutrition programme staff, ensuring that work plans are set and adhered to, identifying training and capacity building opportunities, and contributing to their capacity building and career development, including through on-the-job training.
  • Ensure that the health & nutrition team have up to date job descriptions, and clear objectives and identify and facilitate training when required.
  • Ensure that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work.
  • Ensure that all staff are aware of and comply with Concern’s policies and procedures.
  • Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance.
  • Help in the recruitment of additional staff as needed.
  • Ensure that staff and contractors are compliant and fully understand their obligations when signing the program participant protection policy (P4) and where non-compliance is suspected, inform a member of the SMT so that the appropriate action can be taken by the Country Director.

Programme Development, Reporting and Donor Compliance:

  • Take lead on health and nutrition related needs assessments and gap analysis to identify programme interventions and funding opportunities to expand the coverage and reach of Concern health and nutrition programme. 
  • In collaboration with the Program Director, develop Health & nutrition programme proposals, budgets and concept notes as needed, particularly building on lessons learned from previous programme experience and contributing to multi-sectoral programme proposals. 
  • Prepare timely and high-quality internal and donor reports for the health and nutrition programme, in line with donor requirements.
  • Prepare and share timely health & nutrition programme data as required by the health & Nutrition cluster. 

Representation and Coordination:

  • Act as Concern’s focal point for the Health and Nutrition Cluster Coordination meetings, actively participating in Health & Nutrition Cluster meetings, and other related forums. 
  • Share relevant information promptly with Health and nutrition cluster and remain up to date on key nutrition developments in Yemen.   
  • Represent Concern in government departments, donors and communities at the Governorate and districts levels and maintain positive relationships with other partners, local authorities, and community representatives. 
  • Coordinate and build relationship with other partners to promote synergies and integrations with Concern and other partners activities in target areas. 
  • Work closely with HQ’s Health and Nutrition Advisors to collect the lessons that can contribute to programme improvement and to Concern’s global health & nutrition strategy. 

Other:

  • Support cross-sectoral periodic programme reviews to assess programme progress, capture lessons learnt and adapt programme strategies as necessary by Concern’s results-based management principles.  Ensure mainstreaming of cross-cutting issues/approaches throughout the programme cycle including Gender, Protection, Rights Based Approach, Accountability and do no harm philosophy.
  • Be aware of, understand and comply with all of Concern’s policies and procedures (code of conduct and its associate policies, finance, logistics, HR, security management etc).
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  • Undertake other related duties as may reasonably be assigned by the Country Director or the line manager.

Knowledge & Experience.

  • At least Bachelor’s degree in medicine or public health
  • A minimum of 5 years work experience in primary health care and nutrition programming in INGO, and at least 2 year experience in managerial level position in INGO.  
  • Minimum 5 years’ experience in implementing CMAM and M-IYCF projects. 
  • Experience in designing, implementing, and analysing health & nutrition surveys.  
  • Experience in analysing and interpreting data and writing reports to a high technical standard.
  • Experience in the supervision, training and mentoring of nutrition and health staff.
  • Involvement in health & Nutrition policy development.
  • Experience in conducting emergency assessments and participating in rapid response mechanisms.
  • Familiarity with the MoPHP, Health and nutrition cluster reporting systems 
  • Familiarity with IT equipment
  • Previous experience of working in Yemen.
  • Excellent command of oral and written English and Arabic. 
  • Ability to prepare project-related reports/ documents.
