Job Description

Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.

ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

Job Title:  Deputy Health & Nutrition Program Manager (Roving)

Location:  Aden

Contract duration: Six Months with possibility for renewal 

Basic monthly salary (taxable): 1747$ to 2088$ based on experience salary calculation (excluding other benefits offered by the organization)

Direct Line Manager: Field Coordinator                            

Position Summary

Objective 1: Ensure management/coordination of program situation diagnosis and analysis including assessing the quality of health and nutrition service provision 

  •   In coordination with DHOD, provide technical direction and supervision to ensure the timely management and implementation of nutrition/health program activities,
  •   Participate in coordination with other departments for integrated programs. 
  •   Analyze and control the technical performance and relevance of the projects in place 
  •   Regularly follow up the activities, and evaluate the quality of the programs: 
  •   Identifying gaps and formulate actions plans to improve service delivery in consultation with the DHoD
  •   Participate in the development and establishing of strong remote management process and/or conducting regular field visits. 
  •   Ensure the timely production/compilation of the monthly activity reports (APRs) and technical reports from the field, and provide feedback when needed.
  •   Ensure internal coordination, information exchange with regards to implementation of the integrated specific projects when needed.
  •   Ensure timely budget follow up, procurements and HR needs with respect to the project activities in coordination with DHoD, Field Coordinator and logistics.
  •   Oversee all data entry done by Information Management officers 
  •   Develop and maintain tools for tracking villages, mobile clinics, health workers, volunteers per health facilities 
  •   Coordinate with DHoD to ensure quality budget forecast, BFU, program needs estimation (medicines and medical supplies), procurement process, distribution plan and monthly consumption reports.

Objective 2: Systematic capacity building of the ACF Nutrition and Health team on health components (IMCI, Ante Natal, Post Natal and primary health Care services) including SC management

  •   Ensure that timely capacity assessment is completed for health workers and propose to DHoD capacity building plan.
  •   Coordinate with DHO/GHO and conduct joint capacity assessment for assessing quality of the health service provision using supervision checklist  
  •   Provide feedback to the capacity building teams and GHO/DHOs regarding the quality of the health service provision on a periodic basis - Participate in evaluations in order to identify the needs (Rapid SMART, SMART survey, health capacity diagnosis, etc.); 
  •   Identify specific technical gaps on health and nutrition components (IMCI, ANC/PNC, PHC & CMAM Management)  in project implementation teams and organize trainings for HWs and CHNVs in close collaboration with DHoD and GHO/DHO.
  •   Ensure that the training database for health workers, community health workers are regularly updated by Sr./Project officers, community mobilizers 
  •   Support Senior/project officers to organize and facilitate technical coaching of health workers during supportive supervision in health facilities  
  •   Liaise with SHNO to integrate health supervision checklist for project staff. 
  •   Observe on job coaching sessions and provide feedback to Sr./Project officers and/or health workers  
  •   Attend monthly meetings with responsible health workers and provide feedback on improvements, gaps and standardization of the service provision and reporting 
  •   Conduct yearly evaluation of the skills and performance of ACF nutrition/health team members to build their capacity (for related teams under their direct management).

Objective 3: Develop and Strengthen partnership at local level  

  •   Organize quarterly review and sharing meeting with district/governorate health officers on key findings, planning for next quarter and joint supervision. 
  •   Ensure the management of the ongoing partnership with MoPH at local level and readjust the partnership strategy when required in agreement with MoPH (renewal/update of Memorandum of understanding).
  •   Establish with the MoPH a strategy for capacity building through supportive activities with key indicators and objectives for the implementation, monitoring and follow up of ACF supportive activities (within ACF scope of intervention and mandate), outlining a clear procedure for exit strategy 
  •   Ensure that the relationship with MoPH is consistent with the orientation and the ethos of ACF's partnership policy (currently under development: mutual trust, respect, shared aims, complementarity, transparency and mutual support, shared learning....) 

Objective 4: Ensure monitoring & evaluation and capitalization activities

  •   Revise, develop and implement appropriate data collection tools, especially for health component (MAMI, IMCI and Reproductive health).
  •   Provide a regular analysis of the nutrition/health situation and on gap identification.
  •   Propose and prepare relevant programs in complement/expansion/ reduction to the existing ones as needed – in collaboration and agreement with health and nutrition DHoD/Field coordinator.
  •   Participate in donor reporting (ACF), MoPH and nutrition cluster reporting 
  •   Provide timely and relevant feedback and communication on monitoring and evaluation findings to ACF team
  •   Participate in the development and quality management of project capitalization activities (workshops, reports, lessons-learned, course corrections, etc.) – in collaboration and agreement with DHoD Health & Nutrition.

Objective 5: Participate in representation and coordination activities – internal and external

  •   Responsible for partnership management with MoPH at local level.
  •   Attend technical workshops, Lusters and technical working group meetings related to the program at governorate/district level
  •   Responsible for ACF nutrition/health sector representation (NGO, UN, Government) at local level – share relevant information timely to field manager in coordination with DHoD.

Objective 6: Proactivity support ACFs commitments to gender equality, child protection and disability sensitivity

  •   Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
  •   Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  •   Ensure the incorporation of gender equity principles in all policies and activities
  •   Encourage the participation of all genders in meeting and on committee;
  •   Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Qualifications Needed

  • Nut/Health background with strong experience in program implementation and management.

Required Skills:-

  • Experience in the humanitarian field and health/nutrition
  • Good knowledge of medical products and supplies.
  • Good knowledge/skills in Microsoft Excel. 
  • Good team spirit and ability to work under pressure 
  • Good analytical capacity
  • Flexibility and adaptability.
  • Excellent knowledge of spoken and written English.
  • Experience in logistic, and supply chain is desirable.
